Horace and Dickie's sells fried fish. There are a few other options on the menu, but none worth your time. The only reason to trek to this take-out only hole-in-the wall is for some tasty freshly fried fish. With a few deep friers and attentive cooks, Horace and Dickies turns out tasty golden fillets (I'm not exactly sure what type of fish it is, I'm guessing whatever the cheapest white fish available is). Everything you'd want from a piece of fried fish--its crispy on the outside and moist on the inside. You can put hot sauce on the fish before they wrap it, but it's better to order it on the side so the fish doesn't get soggy on your drive home. In terms of ordering, you have two basic options, the sandwich or platter. I opted for the platter, and I regretted it shortly thereafter. The sandwich is more than enough to fill you up. I also ordered the collard greens, but they had been cooking too long, and tasted too mushy for my liking. There was a couple pieces of fried chicked sitting under a heat lamp, but when we asked the staff about them, they said the chicked had been sitting out for a couple hours and we'd be wise to avoid it (this is a fish place after all). The staff is friendly (as long as you don't touch their tin foil) and the food is cheap. When I went, the line was almost out the door, but the process goes pretty quick. It's not in the best neighborhood, but there is ample parking on H street right near the entrance.

for the ABSOLUTE best takeout seafood(i.e. fried fish platters) in the District, you have to visit Horace & Dickie's. if the length of the line waiting to get into a spot is even remotely indicative of the quality of the food, Horace & Dickie's would be without peer in the District. just ride by on a saturday evening/night and see for yourself.
I highly recommend this place for the fried fish platter. Very fresh fish fried to a golden crisp. The only fault I have is that they do not season the fish with salt and pepper before frying.
this place fries fish nearly as good as my grandmother back in georgia!

This is a classic DC carryout. Fish sandwhiches are the great bargin: $5 for a huge sandwhich and two sides. Worth the drive but beware, there is no where to sit at all.
