This Peruvian restaurant (with some Mexican dishes) has been around a decade or so and is one of the best deals in downtown DC. Good seviche and fried fish, outstanding lomo saltado (beef strips with soggy french fries - really really good)and arroz con pollo (chicken and rice). This is a hole in the wall, with crowded tables, but the low prices make up for it.

I was on a plane recently and struck up a conversation with the guy sitting next to me -- in DC from LA for some kind of seminar. I asked him what he'd enjoyed most about DC and he said, "there's this little restaurant, Casa Blanca, that has great Peruvian food. My first wife was Peruvian and was a great cook. This place was so good, it reminded me of why I almost miss her."
