When people talk about Chi Cha, the food is usually an afterthought. It shouldn't be -- nearly everything on the menu is very good and reasonably priced. My favorites include the "silver corn cakes" and any entree with plaintains or black lentils. The arepas are also very good.
This isn't really a dinner spot, since there are no dinner tables, only low tables you have to lean to eat off of, but if you're there for drinks, any of the appetizers are a good compliment.
As for drinks, the flavored mojitos are solid. I like the mango, but the others are good as well.

For a lounge, heck even for a full-fledged restaurant, the food is good. Appetizers and mains are well-priced, and the menu is pretty varied.
Ambience changes night to night, and depending on when you go. Can get really crowded on weekend, which I guess is why shi-sha is only available during the week.

Holy chorizo, batman! The caipirinhas are fantastic! And, sidewalk seating on U St. is an awesome people-watching treat. The inside dining area had a nice lounge feel to it. I really liked this place:-)

Chi Cha is always a lot of fun and the food is fantastic. We ordered a bunch of smaller things instead of main dishes which was fun as we got to sample many different types of dishes. In particular, the Chilena Empanada was excellent. A little disappointed in the sangria, however, as it was $20 per bottle (it's served in an unmarked wine bottle with small juice glasses), which wasn't a very good value.
