Last night at The Hamilton, the Restaurant Association Metropolitan Washington announced the nominees for its annual RAMMY Awards, the so-called Oscars of the local dining scene.     The Hamilton? Gee, I hope nobody got food poisoning, lots of people have, I did and SO DID THE CLIENT I WAS STPOID ENOUGH TO TAKE THERE FOR LUNCH.
