<p>The GLLU, MPD’s <a href="http://www.gllu.org/">Gay and Lesbian Liason Unit</a>, serves the District’s Gay, Lesbian, Bisexual, and Transgender communities. Last week in police activity related to the GLBT community&#8212;including details about the apparent hate crime at the Hong Kong Delite Carry Out &#8212;below.</p>
<p class="MsoNormal">*<strong> Anti-gay club</strong>. On Thursday, Dec. 4, a Rhode Island Ave. NE club owner contacted the GLLU for "advice regarding neighborhood relations." The owner had "received a couple of complaints from area residents." She thought the complaints stemmed from the patrons being gay. The owner was referred to the Alcoholic Beverage Regulation Administration.</p>
<p class="MsoNormal"><span id="more-1544"></span></p>
<p class="MsoNormal">* <strong>Hate crime to go.</strong> At 10:30 p.m. on Thursday, Dec. 4, 2008, police responded to a carryout restaurant at the 3100 block of Martin Luther King, Jr.   Ave. SE.  They found two victims. They had "visible injuries." They said they were walking past the restaurant when they "became engaged in a verbal dispute with a group of juveniles." They used homophobic epithets. They assaulted them with a knife. One "suffered multiple stab wounds." One was injured in the lip.  The two suspects are described as: A black male, "5’8, 160lbs, medium complexion, early 20’s, wearing a black North Face jacket and blue jeans" and a black male, "5’3, 180lbs, dark complexion, early 20’s, wearing a black hooded sweat shirt and blue jeans."<span style="color: blue;"> </span></p>
<p class="MsoNormal"><span style="color: black;"> </span></p>
<p class="MsoNormal">*<strong> Low-class transit</strong>. On Dec. 6, a man <a href="mailto:gayliaisondc@hotmail.com">e-mailed the GLLU</a> to ask for help for a friend. On Monday, Dec. 1, the friend was "verbally berated" by a group of juveniles outside the Takoma Park Metro Station. The group "used homophobic language."  The Metro Transit Police Department is currently investigating the matter.</p>
<p class="MsoNormal">*<strong> Speed racers</strong>. At 2:30 a.m. on Monday, Dec. 8,  police stopped two speeding vehicles racing down U Street. The drivers&#8212;two adult women&#8212;were arrested and charged with "reckless driving." Their excuse? "[T]hey were speeding because they had been verbally abused at a club . . . and called homophobic names."</p>

<p class="MsoNormal">* <strong>Lip service.</strong> On the afternoon of Nov. 18, D.C. police responded to the report of an assault. A group of friends had had a fight over "missing personal property." A victim had been punched in the face, and suffered a "minor cut to his lip." The victim asked that the suspect&#8212;whom police identify as a "Transgender female"&#8212;not be arrested, but he did ask for "information regarding how to obtain a Stay Away Order."</p>
<p class="MsoNormal"><span id="more-1339"></span>*<strong> Minor wound, small child</strong>. On the morning of Nov. 20, police found two women suffering from "minor stab wounds." They were dating. Each girlfriend accused the other of stabbing her with "a small knife." A "small child" on the scene was unable to advise officers on the facts of the case. Both women were arrested, treated, and charged with assault.</p>
<p class="MsoNormal">* <strong>False identification identification</strong>. On the night of Nov. 21, a P Street bar called the police to mediate a customer dispute. A male patron said that a staffer had seized his ID. The staffer said he had tried to "pass the identification to a friend in line," so he  "suspected it was fraudulent." It was found legitimate and returned to the patron.</p>
<p class="MsoNormal">
<p class="MsoNormal">*<strong> </strong><strong>Follow that gay-basher</strong>. On Nov. 22, police arrested a man suspected of grabbing a Gay Pride flag from a victim on election night in front of the White House and assaulting him. "The suspect was charged with two counts of misdemeanor assault," police say, and will be pursued as a hate crime.</p>
<p class="MsoNormal">* <strong>Can't touch this</strong>. Early in the morning of Nov. 22, police were called to a club on 22nd St. An anonymous caller claimed he had been assaulted by security. He left the club before police arrived. The club's staff had another story. According to them, "the individual was thrown out of the club for inappropriately touching other patrons."</p>
<p class="MsoNormal">* <strong>Turn coat</strong>. Later that morning, the GLLU responded to a reported theft at a 17th St. bar. A man had "left his coat on the back of his chair." It disappeared&#8212;along with his wallet, credit cards, ID, keys, and "personal papers." Later that morning, the cards were used at several nearby locations.</p>
<p class="MsoNormal">*<strong> Hospital visit. </strong>Even later that same morning, the GLLU assisted a transgender woman at a local hospital. She had thoughts of suicide. She said she was sexually assaulted the day before. According to police, the victim "provided several contradictory accounts of the crime and also admitted to being engaged in illicit drug use when the assault allegedly occurred." The investigation is on-going.</p>

			<content:encoded><![CDATA[<p>The GLLU, MPD’s <a href="http://www.gllu.org/">Gay and Lesbian Liason Unit</a>, serves the District’s Gay, Lesbian, Bisexual, and Transgender communities. Last week in police activity related to the GLBT community:</p>
<p>* <strong>All loiterers are created equal</strong>. On Friday, Oct. 24, police responded to a complaint about "disorderly juveniles" in Chinatown. After being told to leave, one of the juveniles requested to speak to the GLLU, then "complained he was being harassed based upon his race and sexual orientation."   The GLLU said the loitering procedure was standard and based on "specific complaints."</p>
<p>* <strong>Expensive ride.</strong> Later that evening, a man requested assistance from police because he "reported he left his wallet on top of his vehicle and pulled away without retrieving it." Unfortunately,  "A search for the wallet was unsuccessful."</p>
<p>*<strong> Ruff night.</strong> On Saturday, Oct. 25, a woman was attacked by a neighbors' dog while walking her own dogs. She contacted the GLLU to report the attack; the GLLU notified the District of Columbia Animal Control.</p>
<p><span id="more-654"></span></p>
<p>*<strong> Car scratch fever.</strong> On Saturday, Oct. 25, 2008, a parking dispute turned to assault. Two drivers were arguing over a public parking space when one "scratched the victim's vehicle with an unknown object." The car scratcher was  arrested and charged with destruction of property; during the arrest, the car scratcher's boyfriend "became enraged and assaulted the victim in front of officers." The boyfriend was then also arrested.</p>
<p>* <a href="http://www.washingtoncitypaper.com/blogs/sexist/2008/10/28/another-hate-crime-gay-bar-assault/"><strong>Assault outside the Eagle</strong></a>. In the early morning of Saturday, Oct. 25, two men were "headed to a local bar" when they passed a group of five black males, all juveniles wearing "dark clothing." Two of the boys punched both bar-goers  while the boys "made homophobic comments. " All five boys fled the scene; no arrest has been made.</p>
<p>* <strong>Hat trick.</strong> Later that morning, police responded to a robbery report in Thomas Circle. Upon arrival, a man informed police that he was returning from a bar when two suspects approached. One "acted as if he had a gun and demanded the victim surrender his property."  The man instead "grabbed the suspect's hand," provoking the two suspects, who then "physically assaulted the victim" and "took his hat."  Both were arrested.</p>

			<content:encoded><![CDATA[<p>The GLLU, MPD's <a href="http://www.gllu.org/">Gay and Lesbian Liason Unit</a>, serves the District’s Gay, Lesbian, Bisexual, and Transgender communities. Last week in police activity related to the GLBT community:</p>
<p>* Cold case. On Mon., Oct. 6, a potential witness contacted the GLLU regarding a year-old Alabama homicide. GLLU "is assisting members of the local Alabama Sherriff’s Department."</p>
<p>* Pocket call. On Mon., Oct. 6, a victim who had attempted to break up a fighting group of juveniles called the police after the mob turned on him and stole his cell phone. "The cellular telephone was recovered and returned to the victim, who refused to provide his personal information for a police report."</p>
<p>* Return to sender. An employee of the federal government reported receiving two unwanted pieces of mail via USPS: "Each piece of mail contained a single piece of paper, on which was written homophobic epithets."  GLLU is investigating with the U.S. Postal Inspector.</p>
<p>* A thin line between stab and "serious cut." On Wed., Oct. 8, officers responded to a report of a stabbing. "Upon arrival on the scene, the officers found the victim suffering from a serious cut to his neck." The man claimed he had been stabbed by a former lover.   "According to the victim, the suspect was intoxicated and an argument ensued over money the victim accused the suspect of stealing from him."</p>

<p><span id="more-256"></span></p>
<p>* "On Friday, October 10, 2008, shortly after midnight, First District officers were summoned by employees of a club in the 1100 block of 8th Street, S.E. for a disorderly person.  Upon arrival, officers learned the suspect was refused entry by club staff because he appeared high and/or intoxicated.  When the suspect was advised he was unable to enter the club, he became irate.  His loud and boisterous behavior began to draw a crowd of onlookers.  He was arrested for Disorderly Conduct."</p>
<p>* "On Saturday, October 11, 2008, at approximately 8:30 p.m., members of the Third District responded to a residence in the 2300 block of 20th Street, N.W. for an assault.  The ensuing investigation revealed the two men residing the residence were boyfriends and resided together.  Both were intoxicated and a verbal dispute became physical.  At some point, one of the men refused to allow the other to depart the residence.  The other man, upon being cornered, struck the other to escape.  Unable to determine which man was the primary aggressor; officers were forced to arrest both.  Neither man was seriously injured.  NOTE:  MPDC officers are trained to identify the aggressor and/or instigator of a domestic assault, however in some instances, it is impossible and both individuals must be arrested.  In order to avoid the situation, it is recommended victims only use the force necessary to stop an attack by the suspect and escape.  Once the attack has ended or the victim has escaped, he/she should immediately get to a safe location and contact 9-1-1.  Vindication and excessive defense or aggression will often result in the arrest of the victim.  Although this is not desirable, it is often necessary because determination of instigation and/or aggressor is impossible."</p>
<p>* "On Sunday, October 12, 2008, at approximately 3:45 a.m., a member of the GLLU was on patrol in the Second District, in the area of the 1700 block of 17th Street, N.W., when an 82-year-old man was located wandering and disoriented.  It was determined the man had been walking in the area for several hours, in an attempt to return home.  He was identified and returned to his residence, which was in the 1400 block of 17th Street, N.W.  The GLLU member contacted the District of Columbia’s Office of Aging and a social worker from the Adult Protective Services Agency responded to assess the needs of the elderly individual."</p>
<p>* "On Sunday, October 12, 2008, at approximately 2:30 a.m., MPDC officers working overtime in the area of 22nd and P Streets, N.W. were called to a local club for an assault.  Investigation revealed the suspect had previously been barred by the business owners and attempted to gain entry.  When an employee recognized the suspect and noticed he was high and/or intoxicated, he was denied entry.  He became enraged and assaulted the employee.  He was arrested on the scene.  The employee was not injured."</p>
<p>* "Members of the GLLU are assisting members of the Criminal Investigations Division with multiple theft investigations involving multiple locations throughout the city.  The cases, which appear related, based upon the suspect’s descriptions, involve a large group of male-to-female transgender individuals entering clothing apparel shops and causing a disturbance while other members of the group steal merchandise.  Although there have not been any injuries reported, in some instances, the suspects have become involved in physical altercations with store employees, who were attempting to prevent the theft and/or their escape."</p>
<p>* "Members of the GLLU are assisting the United States Park Police Criminal Investigations Division with the investigation of two robberies in Meridian Hill Park, which is located at 15th and Euclid Streets, N.W.  In the first case, an individual was the victim of an attempted robbery on Sunday, September 28, 2008 at 1 p.m. The suspect is described as being a black male, approximately 18 years old, standing at 6’1,” weighing 190 pounds, having medium to light complexion, shoulder length dread locks or twists in his hair and armed with a silver colored handgun."</p>
<p>"The second case occurred on Sunday, September 21, 2008 at approximately 11:30 p.m.  In that case, the victim was robbed by two black men.  The first suspect is described as being between 20-25 years old, standing at 6’1,” weighing 165 pounds, with facial hair and armed with a shotgun.  The second suspect was described as being between 20-25 years old, standing at 5’11,” weighing 200 pounds, with corn rows in his hair.  Anyone having information about these suspects or who might have also been the victim of a robbery or other violent crime inside Meridian Hill Park is asked to contact the on-call member of the GLLU."</p>

			<content:encoded><![CDATA[<p>The GLLU, MPD's <a href="http://www.gllu.org/">Gay and Lesbian Liason Unit</a>, <span class="body1">serves the District's Gay, Lesbian, Bisexual, and Transgender communities. Last week in police activity related to the GLBT community: </span></p>
<p>* On September 19, GLLU responded to a call from a Maryland man who claimed that his ex-boyfriend had stalked him, and in the process caused "damage  to the victim’s personal and work vehicle, the vehicle of a friend  and also the victim’s home."</p>
<p>* On September 18, an intoxicated person was arrested in Adams Morgan after yelling "racial and homophobic epithets at pedestrians, as well as making physical threats towards them."</p>
<p>* On <span class="body1">September 19, police responded to a complaint from a 15-year-old student at the </span>Model Secondary School for the Deaf, who "was complaining he was sexually assaulted by another male student three weeks prior to reporting the incident to his mother."</p>
<p>* On September 20, police responded to reports of an assault in the Dupont Circle area. The victim claimed to have been "attacked by his former boyfriend at a local bar," suffering injuries that "did not require medical attention."</p>
<p>* Later that day, police arrived at a hospital in response to sexual assault claims from a 21-year-old male. The patient claimed that the night before, he "was rendered unconscious by an unknown means and ended up in the rear of a residence," where he "believes he may have been the victim of a sexual assault."</p>
<p>* On September 21, a "semi-conscious" man was found at the corner of 8th St and Florida Ave. NW., the apparent victim of a hit-and-run. There is no description of the suspect, whose vehicle is described as a "brown or burgundy Mazda."</p>

<p><span id="more-105"></span>On 9/17/08, a resident of Maryland  contact the GLLU to seek advise regarding the stalking behavior of his  ex-boyfriend.  According to the male caller, the suspect had caused damage  to the victim’s personal and work vehicle, the vehicle of a friend  and also the victim’s home.  Since all offenses occurred in the state  of Maryland, the victim was referred to the Maryland States Attorney’s  Office and his local police department for assistance.</p>
<p>On Thursday, 9/18/08, at approximately 11:30 p.m., members of the Third District were summoned to a disorderly person in the 2400 block of 18th Street, N.W. Upon arriving on the scene, they located the suspect, who was highly intoxicated.  The suspect was yelling racist and homophobic epithets at pedestrians, as well as making physical threats towards them. The suspect was arrested and the crime was classified as a potential hate/bias crime based upon race and sexual orientation.</p>
<p>On Friday, 9/19/08, members of the Fifth District responded the Model Secondary School for the Deaf, on the campus of Gallaudet University, for the call for a sexual assault. Upon arriving on the scene, the learned that a 15 year old male student was complaining he was sexually assaulted by another male student three weeks prior to reporting the incident to his mother. Members of the Youth Investigations Branch and Deaf and Hard of Hearing Liaison Unit are investigating.</p>
<p>On 9/20/08, at approximately 2 a.m., members of the Second District responded to the area of 33rd and M Streets, N.W. for the report of an assault. Upon arrival, they  located the victim, who stated he was attacked by his former boyfriend  at a local bar, in the area of 22nd and P Streets, N.W. The suspect was no longer on the scene and a warrant for his arrest will  be obtained. The victim suffered minor injuries and did not require  medical attention.</p>
<p>On 9/20/08, at approximately 3 p.m., members of the Second District responded to a local hospital for the complaint of a sexual assault. Upon arrival, a 21 year old male complained that on 9/19/08 sometime between 1 a.m. and 3:30 a.m., he was rendered unconscious by an unknown means and ended up in the rear of a residence in the 1700 block of R Street, N.W. The victim believes he may have been the victim of a sexual assault. Members of the Metropolitan Police Department’s Sexual Assault Investigations Unit are investigating his allegation.</p>
<p>In the early morning hours of 9/21/08, a male was located in a semi-conscious state at the intersection of 8th Street and Florida Avenue, N.W. The investigation revealed the male was crossing outside the crosswalk, when he was struck by a vehicle traveling eastbound in the 800 block of Florida Avenue, N.W. The vehicle fled the scene without the driver making his/her identity known or rendering assistance to the injured pedestrian. The vehicle is described as a brown or burgundy Mazda. There is not a description of the operator or a license plate number. The victim was treated and  released from a local hospital.</p>
