Gray Vetoes CBE Bill
Mayor Vince Gray has vetoed a bill containing his and Councilmember Vincent Orange's proposals to reform the troubled Certified Business Enterprise program.
In a letter to the D.C. Council, the mayor said the final CBE-reform bill pushed by Orange and passed in December was a legal mess, set "likely impossible" standards, and would create a set-up that was "ripe for mischief." (Which, come to think of it, is a pretty accurate description of what the CBE program currently looks like.)
The business community asked Gray last month to veto the bill, citing problems with the bill that the Gray administration itself had proposed. A senior administration official, who was not authorized to speak on the record, says the mayor plans to reintroduce new CBE-reform legislation sometime soon—minus the Council-added provisions the mayor found objectionable. Orange did not immediately respond to a request for comment.
