    What is "lottery harassment?" Is that where I hang out on the corner next to the lottery ticket window and scream insults at the cashier? Or, is it where I call up the DC lottery and make rude comments about the size of their "jackpot?"

    Please, pay attention to what WaPo columnists actually write if you're going to link to them. There is no such thing as a "lottery harassment complaint."

    The OCFO employee mentioned in the linked WaPo blog alleged she suffered racial discrimination and gender discrimination. OCFO claims she did not claim "sexual harassment," but the lawyer for the woman says she did claim "sexual harassment" and that the cash settlement was for her "sexual harassment" (aka "hostile workplace") complaint. Not clear if OCFO is denying that there was also racial discrimination and gender discrimination against the same woman.
