    Jack Evans wants to end council approval of contracts, which he calls "the crux of the problem."

    Really Jack?

    This is nothing more than shuffling the chairs on the deck of the titanic. In the 90's it was the view that many agency's had too many million dollar and more no bid contracts are that the contracting process was unfair. Allowing Agency heads to approve contracts other a million dollars will just give the non-elected thieves a chance to steal and help out friends.

    What needs to be fix is the contracting process. Period.
