Did HTJ Set Laura Winslow Up With City Money?

How's this for a strange twist in the Harry Thomas Jr. saga? The council is now looking into the disgraced former Ward 5 councilmember's possible role in steering city funds to Kellie Williams, who played Laura Winslow in the hit series Family Matters. That's right, Urkel's main squeeze.

Thomas, you may recall, pleaded guilty earlier this year to stealing more than $350,000 in city funds. According to court records filed as part of his plea, Thomas told the Children & Youth Investment Trust Corp. to fund three different non-profits, which then gave Thomas kickbacks from those grants.

The D.C. Council's Committee on Human Services, chaired by Ward 1 Councilmember Jim Graham, has launched a broad investigation into the CYITC, focusing on whether there were any undue political pressures at work in what is supposed to be an independent grantmaking process.

One email uncovered by Graham's office suggests that Thomas directed the CYITC to fund Williams' youth arts group, Kellie Williams Programs.

"Ellen this is the program we discussed that the councilmember is interested in funding for Ward 5," wrote Thomas aide Neil Rodgers wrote in March 2008 to Ellen London, who headed the CYITC 's government relations efforts during that time and is now the trust's CEO. Rodgers also indicates in the email that Williams' group was funded in 2007.

Williams is a D.C.-area native who moved back to the region after her stint as a child star. On her website, Williams says she established a summer arts program in partnership with Thomas and Comcast. A video available online serves as a kind of highlight reel for the 2007 program, which included a trip to New York and guest speakers from the entertainment industry. In 2008, Williams' group produced a teen television show, which Thomas apparently lauded at a news conference. Video of that summer program, which includes a youngster interviewing Thomas about his thoughts on gay rights, is also online.

When LL called Williams at her Prince George's County home on Tuesday, she said she was on the other line and would call back. She did not call back, nor has she returned several calls or an email seeking comment.

The CYITC's tax forms show that Williams received $70,000 in tax year 2007, and the CYITC's annual report for fiscal 2008 and 2009 also indicate that Williams received funding. London, who has been virtually silent since Thomas' guilty plea, did not immediately return a call seeking comment.

The unanswered question that Graham's committee is trying to figure out: Whether Thomas' suggestion was just that, or whether the CYITC saw Rodgers' email as an order it had to obey.

I like this site (although I've been a fan of the city paper for decades - whatever happened to cecil?), but what I like best is that I can say this, and it gets printed: Harry Thomas Jr. is the biggest asshole since Marion Barry to walk the streets of this city. And I really mean it from the bottom of my heart.

  • Princeee

is this really news? let's examine everything then... lol

  • Oscar the dog

Jim Graham? Rather like the fox investigating the hen house I think.

Graham's decades long career of corruption makes Thomas look like an amateur.

  • Just asking

If this woman, TV star or not, received funding for a program and a program actually was executed I fail to see where there is a crime involved.

  • pets are us.

What about the non-profit organization that Graham's Chief of Staff runs? Graham steered money to them... how is this any different?

  • Cap City Records Panhandler

Myra Monkhouse was Urkel's bottom girl. Laura was a stuck up bum joint.

  • Cap City Records Panhandler

How is this bum joint getting city money when she's out in PG? Let me guess... she lives in Mitchellville?

  • Enjoying Life

I had several student's that participated in her program and I found it to be awesome! I say fortunately, the bum Thomas got this one right.

  • Enjoying Life

The organization is based in DC. You're too ignorant to know the difference. With a name like Panhandler, why are you even on here questioning someone who properly received funding? No, let me guess... You didn't get any?

@Enjoying life My handouts don't come from the city government they come from city people. How many youth-based non-profits in DC duplicate services? How many really make a difference? These organizations are a dime a dozen and anyone knows that. The fierce competition is to claim as many "at-risk" kids as you can help pull the money train into the station.
