Update: DDOT Punishes Employee Who Had Sex in Office
The DDOT employee who the Office of Inspector General accused of misusing city property by "engaging in sexual activity" in her office at the Reeves Center has been put on administrative leave, LL has learned.
LL's not heard of similar punishments for the others involved.
Update: The male city employee involved in the Reeves Center tryst was fired last night, a city spokesman said. He was most recently employed at the Department of Employment Services.
Update No. 2: The husband of the DDOT employee, a DCRA employee who the OIG says improperly improperly accessed his wife's office and email account, has been put on administrative leave.
Update No. 3: LL just spoke with the city's H.R. director, Shawn Stokes, who explains that all three employees are officially on administrative leave with pay. The DOES employee will be fired following two weeks of leave, she said, while the fate of the other two is still up in the air.

As fun and egregious as the sex scandal is, there are some things that really need investigating. Bellamy and Frank seales knew about this in March. There are also other sex related issues with this employee (she apparently was also seeing a sign shop supervisor in DDOT and used his DDOT assigned truck for sex), she slept with another DDOT manager while at a conference in pennsylvania, she was known to disappear for hours at a time during snow shifts, and she was seen in public making out with several street and bridge maintenance workers. Why was no action taken? At OUC, not only were they informed in march, the gentleman also misused his phone to harass the husband, an threatened him with violence. Why did Kavalieri do nothing, and arrange for a transfer with promotion? More IG time is needed on this

But DDOT being DDOT, she went from program manager, to senior program managet and now back to the same position she couldnt handle before, Mr. Know Nothing reading some of these post, I highly suggest you cut your loses, remember the good times and do what you got to do..because i am beginning to wonder you know?? I’m a former Customer Service Specialist who, in excess of five years, worked for the Mayor’s Call Center, now part of OUC. For the majority of those years C.E. was my manager. In 2007, he unjustifiably dismissed me from my job there. My belief is that he was ordered by his superiors to terminate my services.
It would be an understatement to say that I was stunned to be dismissed. During my employment there, I consistently received excellent performance evaluations, and commendations from management, and from citizens who phoned the call center for assistance. Mayor Anthony Williams presented me with a “Customer Service Excellence Award.”
Did I use sound judgment in all that I did while employed there at OUC? No, I did a few unwise actions for which I made amends. Nothing, though, that I did warranted the term appointment cancellation. Other employees there certainly demonstrated consistent improper conduct that warranted justified dismissals yet they were allowed to remain as employees there.
The form letter that was presented to me relative to my termination said something like, “We have elected not to renew your term appointment. The best to you in your future endeavors.” What was the real reason for my dismissal? I justifiably reported managerial misconduct demonstrated, in particular, by C.E.’s supervisor, who was my manager.
Time healed my wounds and I forgave C.E. and all of the other perpetrators associated with my unjust dismissal.
Yesterday I read on http://www.wjla.com the following headline, “D.C. government employees have sex in office, send racy e-mails." I was stunned to learn that C.E. was one of the employees involved in the reported sex scandal. Certainly, he was wrong. His termination, this week, from D.C. government is a consequence of his egregious conduct. Was C.E. foolish? Yes. Did he throw himself under the bus? Yes. But I go on record to express that I don’t condemn him . I don’t understand why the people involved jeopardized so much for cheap thrills. What I do know is that GOD can change anybody and that, yes, He applies justice but He also applies forgiveness, and mercy. I’m a firm believer in redemption. It is my earnest desire that C.E. seek forgiveness, first from GOD, forsakes his unsavory practices, and makes any necessary amends.
We all have strengths and weaknesses. And yes, our weaknesses are prone to overtake us. In the Holy Bible in 2 Samuel 11 it tells of how King David engaged in sex with a married woman and then had her husband murdered. How could such a great king yield to such atrocious conduct? Such can be incomprehensible but happen it does.
After reading the many posted comments condemning and harshly judging C.E., I go on record here to report about some of C.E.’s strengths. Unequivocally, prior to my last year there at OUC, C.E. was one of the best supervisors that I have ever worked with. Firmly, I believe that he was pressured to dismiss me. I believe that had he not terminated my employment, his job would have been on the line. Was what he did right? No, but I understand why he did it.
There is much that I admire about C.E. For most of my time in a work relationship with him, it was a pleasure to be his subordinate. He was a joy in numerous ways. I didn’t find him at all incompetent relative to his position or as a supervisor. No, we didn’t always agree but our disagreements were some of the most amicable that I have experienced with anyone. He is an engaging, fun loving, articulate, skilled and caring person. I’ll never forget when I shared with C.E. about my heartache from a broken relationship. He wrote and gave me a poem that had meaningful comfort. It was a heart stirring poem that I deeply cherished in that period of major grief. Do I excuse or justify C.E.’s behavior as reported in the news this week? No - what I do is share what I know about some of his strengths. I love C.E. and he knows it. The love that I have for him is fierce because I know that there is much good in his heart. I forgive him and recognize that I, too, need forgiveness when I commit misdeeds. Don’t we all?
I end with this famous quote from John 8:7 in the Holy Bible, “…He that is without sin among you, let him first cast a stone…”

Unfortunately when the IG asked CE about your poem, he stated he couldn't remember. LOL All kidding aside, great for you but what does writing poems have to do with having sex on government time, in government offices. The WJLA report says he exchanged dozen of explicit emails a day and wrote thousands of emails over the months they carried on the affair. The emails posted show that he clearly knew she was married, he tells her he had other relations, we all can see he was only looking for a good time. In the end, he is not being called out here for that extramarital affairs, that although morally repugnant is in the end a private matter, these two idiots are the center of this media circus because they were too stupid, lazy or lustful to spare even one brain cells to realize that maybe they shouldn't send explicit emails with details about their hook ups over their work system. At least remove your phone number or name. I really get a kick of the 'Service with Integrity' tag line. But I see now that your friend CE in in need of some kind of assistance that will help him remember everywhere he has relation. What does he have early dementia ?? or was the sex just that bad ?? Don't waste your time defending the player or his game, they knew what they were doing, it wasn't just a one thing. This went on for months and described in great detail. Isn't there a commandment about coveting thy neighbors wife, maybe they should add one about not abuse email.

The poem mention that I expressed was two sentences. You expressed as if it were a core part of what I stated.
You expressed,"Don't waste your time defending the player or his game, they knew what they were doing,..." I don't, at all, consider that I wasted my time nor do I defend wrong actions. My comments express what I know and believe.
There is not a person on this planet who hasn't used poor judgment. Yes, it's true that some wrong actions are egregious but I'm so thankful that GOD forgives even those...when we're so inclined to ask him and purpose to redeem ourselves. Redemption does happen...even for those who engage in gross misconduct.
Some folks are more judgmental than GOD. I'm so glad that we're not GOD and that He is the JUDGE of all. There have been times when I needed His mercy and forgiveness, and He so graciously gave it. If GOD always gave us what we deserved for our rebellion against His commandments, scores of people would be dead, as happened a lot when GOD judged in the Old Testament. I'm not sure I could have survived GOD'S judgments in those days. It is a relief that His judgments are, typically, not so severe and swift these days.
With GOD, there is hope for C.E. and the rest of the rebels without pure causes. Such was I until GOD, in His love, mercy, and forgiveness, redeemed my wretched self.
Oh! What a relief it is!

What I am is a Bible believer, truth walker and a firm believer that there is absolutely nothing wrong or improper about anything that I have expressed here. Like everyone else, I have shortcomings... My lifestyle, though, consistently represents truth, and integrity, as well as adherence to the gospel truths that are contained in the Holy Bible.

Go back and read your first comment (#27) where you made your point, but gave TMI. It gives the impression, right or wrong, that your term could have been cancelled for a number of reasons. Those "few unwise actions" for which you thought you "had made amends" for example. Reporting managerial misconduct demonstrated by your boss's boss WILL get your terminated. Especially if you are a term employee.
A very wise executive corporate leader once told me: "You only have one boss and that is your immediate supervisor." If CE was ordered by his one boss to terminate you, then that is what he had to do.
It is WONDERFUL God gave you the strength and grace to forgive all of them. Now maybe it would help if you used that same strength and grace to forget it.
A few other points: How can you say God Almighty didn't call @just plain dumb; refer to that commentors God with a small "g" and be so certain it wasn't YOUR God Almighty?

Managers (and these are all managers) are put on administrative leave before being fired, so don't be too sure that won't happen. Boyfriend dude had other baggage beside this issue as he was terminated immediately, Lying and criminal acts come to mind but I will go with the lying either during the course of the investigation or on his DC2000, since he somehow managed to get a promotion during the investigation, I would bet on that.
They are not being disciplined for having sex but for stealing government time and resources. If you have read all the stories and saw Segraves piece there were over 1000 e-mails and that doesn't include the time for sex and phone call-did they even work?
I feel bad for the husband but this should be a warning to all government employees who routinely walk in and out of their spouses offices that if their spouse gets ticked at the they will try to get you fired.
The only thing in these reports, and I confess the e-mails bot too icky for me, is the peoples gender, not race or ethnicity.

I firmly believe that public sector employees who engage in a pattern of tawdry conduct on the taxpayer's dime should be let go. Yet I also am troubled by the numerous insider personal and religious posts on the thread above. In my view, those comments would better serve their ostensible purposes if they were directly privately to their targets. Just my personal view.

My response:
People express all kinds of viewpoints, including profane comments on public post forums. But when GOD'S gospel is mentioned, some people prefer that it be private and consider that such is not appropriate for such forums.
Along with other beliefs, and viewpoints, the gospel mentions have the right to be expressed, publicly and privately. It can sensibly be done in both ways. Sensibly, I commented on here about the love, mercy, and forgiveness of GOD. That has troubled more than a few people here. Does that discourage me from expressing what is certainly reasonable? - not at all.

Hopefully by now you have read the City Paper piece on the recent sex scandal going on in DDOT. I am going to try real hard not to go on the three parties to this scandal, as the female we see a know very well, Mr. Poor Husband is known to us too, and Curtis from OUC the significant other man on the side. In fact Jerry Hackney Sr., Thomas Bell and myself had a terrible run in with Curtis back during the 727-1000 days. For the record he comes off as very arrogant. If you haven't read that piece and the comments you can find it by going to WashingtonCityPaper.Com. Look for Loose Lips and you will find the link or at their home page search ddot sex scandal. This article and really some of the comments was the spark that inspired me to update this blog. In part 2 we taking off the kid mittens and swingin straight knuckles.

Not only does it appear that you could have been one of the foolish but you are continuing to humiliate yourself with these long, winding, nonsensical, pathetic treatises where you perhaps feel a "weird" need to respond to every one and doing it in an attempt to appear as "Sandra the Saint" in your "Greetings" thingy. I really feel sorry for you and you have made yourself look like a real bottom feeder. Your case is not the most egregious spurning I’ve heard and seen in this junk government. Remember the case of that government employee, Jennifer Mumford, providing her kidney to the mother of Tori Whitney who was Mumford’s boss, then Whitney fired her. An article about it appeared where Mumford was quoted as wanting her kidney back so if she was really a “good” person why want your kidney back regardless of how someone hurt you. You were able to save a life, right. To that end, it is has long been written that folks only get what’s coming to them. You yourself admitted to – before finding God – the fact that you were indecent in many ways. And in Mumford’s case, the rumor was that she was responsible for cutting short the livelihoods of many. The poetic justice was after she had sacrificed a piece of herself to her boss’ mother, the boss then wasted no time to gut her employment (the rumor was that she talked much trash behind Whitney’s back- backbiting doesn’t pay, no pun intended). No telling what you perhaps engaged in as the reason for getting back through Edwards what he did to you. Now look at what happened to Edwards. The karma chain reaction has no end. And in Whitney’s case, she was fired. So please stop playing the phony Saint role here and leave alone what Edwards had coming to him. And if you believe in GOD, then you would know that the Creator provides retribution alone.

DAMN, this is a private matter and should be dealt with accordingly.
DC Government officials wnat to look so great, and they are not even close to being transparent, honest, trust-worthy nor competent in their workplace. But, are the first to use the words of being ethical, as well as holding DC employees with accountability from their mouths and actions.
A change is coming, and that is for sure.

I just read the other blog that goes to the first article, Sex in the Reeves Center (and in a car under the Reeves Center), and the blogger OUCIS4LOVERS said that C.E. desires both sexes and that the husband and wife need to go get tested. Well, C.E. did tell old girl that he has "other relationships." The blogger put in all caps, REAL TALK! right after he made the comment on C.E. going both ways.
C.E.'s voice on the Mayor's call center recording always gave me the creeps too.

I WAS NEVER ATTRACTED TO CE IN A PHYSICAL WAY, IN NO SHAPE OR FORM. He did NOT spurn me, as I NEVER had such desires for him. If it makes you feel better to believe that - then continue that erroneous mind journey.

Now the wife and her mother are writing e-mails demanding the husband be fired if she has to be fired. What nonsense. That woman and her boyfriend stole from the DC government in terms of time, I mean she is in charge of one contract, the DC parking meters and look at the state they are in. So she works half time, bills for overtime when working snow and is gone for hours at a time but her husband should be fired, then we get to support her and her child on welfare?
