VO’s Ethics Bill Goes Down in Flames

At-Large Councilmember Vincent Orange's attempt to pass emergency legislation today to start an ethics "task force" met with spectacular failure today. His colleagues voted 12 to 1 to sink the legislation, but not before chastising Orange for making them cast a no vote on anything ethics related.

LL reported on the backstory yesterday: Councilmember Muriel Bowser told Orange to knock off the "political pandering" and allow her to guide the plethora of ethics-related bills through the legislative process.

Today Orange said the council is "afraid" to allow outsiders to take a crack at ethics reform.

That led to another rebuke from Bowser, who told Orange to stop campaigning from the dais "just for half a second." (Both Bowser and Orange are up for re-election in six months).

Despite the overwhelming failure of his legislation, LL is guessing that Orange views today's vote as a political success. Expect campaign literature extolling his courageous stand sometime soon.

    The pressure is now on MB to come up with a dynamic Ethics plan, she really screwed this one up. Regardless she will either be a puppet for the other members and have a soft ethics plan, or she will wind up damaging her relationships with her colleagues to do whats right for the citizens. Either way, she is in the Hot Seat.

    Courage is lacking at the Wilson Building and it will continue to be business as usual by the DC Council when it comes to policing ethics and corruption at the Wilson Building. Kudos to Mr. Orange for forcing the Council to show their true colors.

    Dumb move by Bowser, this Ethics situation will make or break he chances of re-election. Im sure more information will surface about other scandals and if her Ethics legislature gives that council any breathing room, she can kiss her chances of a political job goodbye.

    If Orange is such a bafoon, I would have let his plan go into affect, and fail. Therefore everyone could capitalize on his failure.

    This really does not hurt him. In fact for those who hate the council, this helps him stay relevant and away from the label "The Establishment"

    @skinsfan83 with the climate of the DC Council and how everyone could not stand the "establishment" from last election, the council beating down on Orange might not as bad as LL and the comments make it.

    VO got what he deserved. Emergency legislation? Campaign promise? I think not.

    He campaigned on ethics reform. OK. He was elected and took office about 5 months ago. Had he introduced "emergency" ethics legislation the first week (or month) of his term, it might have passed the laugh test.

    Instead, he waited until several measures (not his) had been sent to Bowser's committee and hearings had been scheduled. Only then did he declare a VO "emergency", call press conferences, write op-eds, and call for a vote (knowing he had no backers) on his emergency bill.

    I was giving VO the benefit of doubt. No more, not after this stunt.

    Vince Orange is a hack of the first order. And his totally phony "anti-establishment" stance is laughable. Doesn't anybody remember his last job and last employer? A lobbyist for PEPCO--yeah, VO, truth-to-power on you.

    And for the amnesiacs amongst you, Mr. Orange was best pals with another man-of-the-people, Jack Evans, when he voted in 2001 to overturn the will of 70% of the DC electorate that had voted for term limits (B14-0025).

    @TruthHurts unless your in the Wilson Building and can witness the daily work, you only make opinions based off when the news hits Loose Lips or the other media outlets. When he first got into office, all the scandals were getting all the attention and the thats the only thing the news reported. Also during that time the committees were being shuffled around, so no one had a permanent place as far as what they would run.

    VO would have been criticized heavily during the heat of the ethics crisis if he issued the Emergency Bill. That really would have made him look like he was all for himself, especially after Kwame & Gray supported Dumb Ass Biddle.

    If you honestly think there was no dialogue about the Ethics bills until now, your clearly didnt wake up on the right side of the bed. They knew VO had an emergency ethics bill lined up and the council blocked it the whole way through.

    The only was VO can get his stuff across is by doing it this way, because the council is scared that he will be the one who will break their comfort zone and expose them for the crooks they truly are.

    You all are just bamboozled to think he does it for himself. What other councilmember is fighting to make these fools accountable for their actions other than VO?.....NONE!

    Sounds like they voted down Orange's bill not because its not a good idea. But because they are afraid other shady criminal things will come to the light.

    Clearly this council is hiding something, and they do not want Orange to help the citizens become more knowledgable on the situation..... If Patrick Mara were on the council this would not be the case.

    Yeah, Noodlez... Lots of things to remember about Mr. Orange. Unfortunately, DC voters have the attention span of squirrels, chasing after nuts all day.

    In 2001, VO supported overturning the term limits (B14-0025) referendum which 70% of DC voters had supported. And now he wants voters to think he's had a change of heart. Puh-leeze!

    With the possible exception of Marion Barry, every member of the DC Council knows the difference between right and wrong. They also know that there are laws on the books to punish wrongdoing but they also know there is a bottomless tolerance for corruption in DC.

    The only ethics reform needed in DC is enforcement, something that doesn't warrant any further input from the political body under scrutiny.

    Regardless of VO's motivation. It was the right move. I think it courage for any elected official to work against their political and special interest. VO's legislation will virtually put him out of a job and kill many of the perks that the Council members think they are entitled because of elected office.

For those among you with short memories, Mr. O followed Evans' lead in 2001 and voted to repeal term limits (B14-0025), flatly rejected a referendum supported by more than 70% of the DC electorate.

    As I said multiple times earlier, with the possible exception of Marion Barry, everyone currently seated on the Council knows the difference between right and wrong. They also know there are laws on the DC books to punish wrongdoing, unfortunately co-existing with a seemingly limitless tolerance for corruption.

    The only "ethics reform" needed in DC is a will to enforce, something that doesn't warrant any further input from the political body under scrutiny.

    After he ran for Mayor in 2006 and lost, he worked as a lobbyist for PEPCO.

    He's as anti-establishment as Jack Evans.
