RIP: Former Ward 6 Councilmember Nadine Winter
Former Ward 6 Councilmember Nadine Winter, one of the first elected members to the D.C. Council, died on Friday.
This LL did not get to know Winter, but LL No. 1, Ken Cummins did. He recalls her 1984 justification for voting to overturn the District's no-fault auto insurance law: "My constituents tell me they want to be able to do two things in life: win the lottery and sue somebody," Winter said.

Nadine P. Winter represented Ward 6 on the Council from 1975 to 1991. Ms. Winter moved to Washington from Winston-Salem, NC, in 1947 and began working as a social services advocate. She was the founder and former Executive Director of Hospitality House, Inc., a nonprofit organization that assisted low-income families, youth, seniors, and homeless persons. Ms. Winter was one of the original organizers of the National Welfare Rights Organization. Her political involvement included serving as a delegate to the Democratic National Convention and as a member of the National Democratic Women’s Club and the District of Columbia Women’s Political Caucus. After retiring from government, she founded Health Action Information Network, a non-profit agency providing health education and a community resource.
Ms. Winter was a member of the National Association of Social Workers; a founding member of the National Congress of Black Women and a member of the Self-Determination for DC Coalition. She also was active in the community of breast cancer survivors.
Winter's body will lie in state at the Wilson Building on Thursday from 5 p.m. to 7 p.m.

Because, Shepard Park, there is a difference between being unaware of a fact and being ignorant. Unlike your more respectful comment, Southeast Ken hid behind free speech to make a snarky post which was incorrect and disrespected all her community outreach work in recent years to advance awareness of healthcare issues. Upon your own death would you feel it appropriate for someone to say they thought you'd already died?

The grand dames of the City Council which were Hilda Mason and Nadine Winters. I say rename Eastern High School after Nadine Winters. The school colors are blue and white, which symbolizes cold and blustery Winters! Get it. Winters High School on Capitol Hill

Even after she left the Council, Nadine Winter continued to serve the residents of the District of Columbia. Nadine Winter, established the Health Outreach Information Network (HOIN) and served as its executive director. HOIN conducted an annual meet and greet luncheon to allow those with cancer and other terminal diseases to educate, empower and network with each other. Nadine Winter -- a three-time survivor of breast and brain cancer -- said over the years the luncheons have been motivating and learning experiences. HOIN also conducted health education and research. The mission of the Health Outreach Information Network (HOIN) was to find those at risk for cancer, and to encourage them to get screened and treated if necessary. In order to achieve this, HOIN did outreach through literature distribution, community forums, workshops, presentations in schools, churches, civic and social organizations, and door-to-door visits to homes and businesses such as beauty and barber shops and surveyed people along the Trinidad, N.E. and H Street, N.E. corridor communities in relation to non-visible health issues such as cancer, HIV and high blood pressure. This data was compiled to assist in formulating statistics on the prevalence of these non-visible conditions. I will remember Nadine not just for her Council career, but for all of the work she did for the disenfranchised, poor and the unhealthy. She tried to improve the quality of all of their lives.

Didn't the Council go under a federal appointed Control Board during this woman and others watch on the DC Council? How did she and her colleagues to a go job and the city was a hot finanical mess in the 90's?

Why do people praise others after their deaths, when the person didn't do a good job as a politician balancing the District's budget? Hilda Mason use to fall asleep on the DC Council. Hilda was too old and was losing her memory. Harry Thomas Sr. use to sound or appear to be drunk on the DC Council and the man couldn't speak the English language.
