Peaceoholics Not Guilty (Of Anything Too Serious)

Ward 7 Councilmember Yvette Alexander isn't the only D.C. Council candidate who can say they were recently cleared of serious wrongdoing.

Ron Moten and Jauhar Abraham, candidates in Ward 7 and Ward 8 respectively, have been cleared by the D.C. Auditor of any egregious violations, according to a new audit of their anti-youth violence organization Peaceoholics.

Alexander asked the auditor to look into Peaceoholics and Moten last summer, including what role Peaceoholics played in last year's mayoral election. Nearly a year later, the auditor's final report, which punted questions about Peaceoholics' political activities to the Board of Elections and Ethics, was just delivered to councilmembers (and LL's got his mitts on a copy).

The report finds plenty of minor faults with the Peacoholics operation, including that the group "did not consistently comply with the terms" of its contracts, improperly "commingled funds," "did not have adequate internal controls or a financial accounting system," and is delinquent in its federal tax filings and District corporation maintenance obligations.

But there's nothing sexy in the report that would indicate that Moten or Abraham were stealing city money or doing anything unethical. In fact, the report says that Peaceoholics made "significant contributions" to the District.

"We weren't perfect, and we learned from our mistakes," says Moten, who says Peaceoholics has been a victim of a political smear campaign because of his strong support of former Mayor Adrian Fenty last year. Peaceholics has had to virtually shut down since city funding dried up under the Gray administration.

The audit's main beefs are with the multiple city agencies that didn't always keep proper tabs on the $13.8 million Peacoholics received from 2005 to 2010. The audit found that the Department of Youth Rehabilitation Services gave $40,580 to Peaceoholics without a valid contract, contracts between city agencies and Peacoholics were "often incomplete," $1.3 million in grants were given to Peaceoholics without being competitively bid, and city agencies didn't properly monitor Peacoholics after giving them money.

    to your point, as post racial as america is im sure if i committed a crime or broke the law i would be in jail or at least charged with something. jim crow cyperlynching does not count as the rule of law. if you are really interested in serious commentary put your name next to your comments.

    Ditto noodlez, in part. WCP/AS really does seem to want to sell some more ads by duping this adorably cute couple into running for Council. It will be interesting to see if they can say anything factual or logical or intelligent on a campaign trail and w/o yelling or spitting in anyone's face or cutting others off. It should keep them busy nonetheless. But I always wonder if they'd set a better example and be better off finding some real jobs and inspiring youth with that example instead of just trying to feed on the government and tax payer dollars; that model is pretty tired.

    A question was posed who are these guys and are they couple. #1 The guys are loyal individuals to the young people and families in the community; #2 they are not a couple (DUMMY) they are two intelligent African American men who took a stand to serve the community. I am thankful to have individuals like Mr. Moten & Mr. Abraham here in Washington, DC area.

    Obviously we who respond to commingling funds are not PPRIVY with information about the government holding funds. Please research before responding (DUMMY)! It's against the law to neglect paying taxes; however you are allowed an extension to file. Please read the response to the audit to find that Peaceoholics will file their taxes (DUMMY)!

    As a matter of fact how about you announce yourself and meet me this upcoming Monday, August 22, 2011 at 9:00 am along with Mr. Abraham and Mr. Moten at the Peaceoholics office to discuss any matters. Unless you are just a straight (HATER) and I will not waste my time responding to your ignorance.

    Laughable...Ron Moten "always" has a plan and every time it involves a sum that ends with at least 5 zeros. When you question his methods, outcomes or management...you are called a racist (even when some who question are minorities). If you bring up Brian Betts and the fact that if Peacaholics did a simple background check...there is a chance we would still have a rising star within the ranks of DCPS.

    I actually like Moten's energy but he is noting more than another door to door salesman with an "I have a scheme" plan to solve everything that ails a community. From the gang wars in Shaw to his little apartment scheme in SE each and every plan seems to cost...but nobody seems to be evaluating if there is any return on this "investment". There are plenty of other early intervention projects and programs that got the tin ear when Mayor Fenty was around...why was this "the guy"?

    As much as I dislike Fenty, I believe that one of the best thing he did as Mayor was "spread the love around." I believe that a black politician number one priority is to use his or her political power to promote economic power for his or her own people. Yes, skinner and ron got some money due to their relationship with fenty but others got far more. As far as I am concern, Fenty support of black businesses, albeit limited ,was a good thing and I would like to see more of the same from Mayor Gray.

    Fenty steared this grant to the Peacaholics, and Ron Moten showed gratitude by campaigning for Fenty. Why is this okay? If Vincent Gray did this, there would be calls for him to resign and more.

    I say keep reporting all the "wrongdoing", large and small, but be fair.

    SOoooooooooooo...help me. What's the difference between R. Moton and S. Skinner? They both received large sums of tax payer funds to do work...work that was highly questionable, if done at all. Skinner is educated and used his connections to cheat, steal and lie. At least everyone knows Moton can't even speak English. Why would you expect him to not "con?" Again, is there a difference?

    hate must be clouding the judgment of folks. if anyone broke the law or did wrong,there would at least be some type of charges like jack johnson or harry thomas. there is nothing wrong with being broke and working hard, making the most of legal opportunities, doing great work and making a lot of money. sometimes you win sometimes you lose. there are Virginia, west Virginia, and Maryland companies that always win multimillion dollar dc contracts that never get audited or sent before a council hearing. its sad that decent people think that the council shenanigans of the last four years were about good government and oversight. its really been about corrupt political agendas and deceit.
    By the way next time im gonna use a real clever alias, curse and call people mean names. just kidding.

    Sinclair, surely you jest. Fenty one of the best one term mayors ever? Maybe for you and the rest of his frat brothers. Look at all the scandal. Rhee failed miserably. He was a decent councilmember. But he doesn't have the intelligence or the pool of talent around him to be an effective mayor.

    And here is proof. What had he done before being mayor? He swindled an older person. I bet his career post mayor won't be as notable.
