OIG Report Finds Crummy Oversight at D.C.’s HIV/AIDS Office

More than a year and half after a Washington Post investigation aired allegations that a nonprofit for women with HIV was ripping the District off and providing shoddy services, the Office of Inspector General has found that most of those allegations are true.

The troubles centered around Hill's Community Residential Support Services, a nonprofit that's since ceased operating. The OIG found that the Department of Health’s HIV/AIDS Administration can't properly account for $165,000 it paid to Hill's Community from 2008 to 2009. The OIG also found that Hill's Community submitted invoices for taxes and benefits that were not paid, as well as for the salary of an employee who wasn't paid.

The OIG says it also found plenty of other questionable expenses the city paid for, including the vet bill of a cat that was used for "vermin control."

The Department of Health did a bad job monitoring the funds it provided to Hill's Community and knowingly allowed the non-profit to "continue receiving grant funds to pay for unsubstantiated expenses," the OIG says. DOH concurred with most of the OIG's findings and says it's already made improvements.

    Whitman Walker had to hire actors for their bus ads advertising the Clinic's "quality care" since no actual clients would attest to that.

    David Catania is responsible for his lack of oversight. Maybe if he wasn't so busy digging up dirt on all the black Councilmembers, so that the city looks like it is bad shape and need him the great white hope to save it as the AG, this mess about HIV would have been discovered sooner.

    LL needs to list the board members and/or executives of companies like this. It does nothing to educate and inform the population that a "company" did something when the company is a pass through to individuals.

    When people's names show up in print, even if they didn't actually take the money, they're much more careful about their associations in the future.

    The OIG somehow overlooked [Actor] Mr. Blair Underwood's financial reporting.

    This amount [$165,000.00] is miniscule compared to the price of the Clinic Blair Underwood built and opened in D.C. during the disbursement of the feds $24 million.

    $165,000. is nothing in a $24 million appropriation from the Federal Government!

    OIG who is the big ticket holder? OIG who was given the most of the $24 million and how did they report their spending??????

    OIG your work is not done. D.C. lost all future Federal funding for AIDS assistance for our residents.

    Doctors have 30 Days of Pills to kill AIDS in a Patient!!

    That means, the 30 days cost of pills to eradicate the virus will not be purchased for our citizens!!!!

    I say it again....what is MORE COSTLY?

    DIRTY GOVERNMENT ......OR INCOMPETENT GOVERNMENT?

    INCOMPETENT GOVERNMENT when the City Council allows the D.C. Government NOT to submit to the FEDERAL GOV'T'S requested TIMELY, Completed financial reports.

    INCOMPETENT GOVERNMENT...that allows a Director of a D.C. Dept. to have no receipts, mess-up accounting records, or no records at all ON HOW THE DEPT. SPENT FEDDRAL PROGRAM FUNDS. The Fed. Gov't. stop all future Federal funds for the program...AND WE CITIZENS SUFFER for this incompetence.

    And, the irresponsible Director of the Dept. KEEPS HIS JOB after D.C. loses all future FEDERAL FUNDS.

    NO RECORDS, MESS-UP RECORD KEEPING HAS BEEN GOING ON FOR DECADES IN THE D.C. Government. Not

    Incompetent Government...these council members need to GO!

    Deborah-- Catania didin't have to dig up anything--- the 'black' council members you claim he was digging dirt on exposed their criminal acts by themselves. I mean, Kwame 'Fully Loaded' broke DC law by ordering an SUV-- Catania didn't dig that up--- Harry Thomas improperly used funds from a non-existing non-profit. It's racists like you that keep racism alive. How about making them accountable for their actions instead of blaming a white councilmember?

    Dcav8r: I am not saying that the black Councilmembers should not be responsible for their actions, but when you have a white Councilmember digging in only black Councilmembers past, opposed to their white counterparts who have done the same thing and worst over the years, that is what I find offensive.

    Yup Deborah...like KB was the first, the last and the only. Al are we going to get 99 post about Catania? Doesn't look like it. Lets not forgot when the last administration was in office Fenty refused to allow the HIV/AIDs director to meet with HUD's top staff because he was mad at Catania.

    This is unreal!
