BREAKING: Sulaimon Brown Escorted Out of Office By Police

LL has heard from city officials that Sulaimon Brown, a failed mayoral candidate whose hiring Mayor Vince Gray defended yesterday, was escorted out of the Department of Health Care Finance this morning by police. Updates to follow.

UPDATE: The Gray administration confirms that Brown was escorted out by police. Sources tell LL the decision to "begin proceedings" to separate Brown from his $110,000-a-year District government job came from the administrative offices of the Health Care Finance Department.  The department's director, Wayne Turnage, is at the Wilson Building huddling with city officials. LL just saw him and his chief of staff, Talib Karim, heading into Councilmember David Catania's office. Catania chairs the D.C. Council's health committee, which oversees the department.

ANOTHER UPDATE! LL spoke with Turnage, who could not provide many details, citing personnel laws. "I met with Sulaimon Brown this morning to discuss his future at DHCF," Turnage says. He adds that Brown is on "administrative leave," but will not comment beyond that.

When asked about who made the decision to put him on leave—and who made the decision to hire the obscure former candidate in the first place—Turnage's answer was the same: "As director of DHCF, all decisions about personnel begin and end with me."

At this point, LL raised a skeptical eyebrow, since at a news conference yesterday, Gray said that Brown had sought out a job with the new administration and “we actually connected him with the Department of Health Care Finance.”

    Bang up job Vince. Let's just review some of your noteworthy accomplishments so far:

    -You gave jobs to your staff members children
    -Your office approved TWO luxury edition Lincoln Navigators for Kwame Brown
    -You replaced the Office of Film and TV Director with your old friend
    -You appointed your old friend to be the fire chief - even though he has NO EMS background
    -You raised the salaries of your closest staff members (some over the legal limit)
    -You have at least one staff member with a criminal history
    -You gave Sulaimon Brown a job at HCFA and now he is being escorted out by police

    First it made me angry that all the white people fled the city and abandoned it for the suburbs. Then it made me angry that all the black families got pushed out to the suburbs when the white people decided to move back in.

    I give team Gray credit for this. He took swift and decisive action, rather like his predecessor Fenty did when he had several excepted service bums escorted out by the police.
    Of course, many of those bums went on to support Gray, but that's another story.

    Jason, let's correct a few of your obvious lies. Unless you know something the rest of us don't, it has NEVER been reported that GRAY gave his staff's children jobs. Where did you read that? I read that officials in the administration sought jobs for their family/friends. That is not the same as the lie you're telling here.

    2. On what source did you read that the Office of Mayor approved the two vehicles for Brown?
    3. Is the current office and film director qualified or not? That's the relevant question.
    4. Where source did you read stating that Gray acted outside of the law in approving the salaries? That's a new one.
    5. Not sure who you're referring to here but there are federal guidelines governing hiring former criminals. Most jobs ask if you've been convicted (w/in a certain time frame). If this person lied about it, I could better understand ur point here.

    You're free to debate whatever you like but you are not free to make things up - which you clearly have here, if for no other reason than to further your tea party'ish agenda. That is, throw it all against the wall and see what sticks.

    A budget decifit, chairman Brown using the citizens tax payments for Luxury cars, and the mayor's people are escorted by police...

    I am highly disappointed in the city council as of this point. They shake your hand, kiss babies, and give you all these promises only to bring corrupt people under their leadership and bamboozle the citizens.

    Gary proclaims he wants to bring the city together, but his leadership thus far has torn this city apart. Yes its only a couple weeks in, but thats not an excuse.

    Our city is suffering from a financial deficit, unemployment, education reform, and lack of respect and responsibility that some of these councilmembers have for representing the citizens of DC.

    Kwame Brown is a joke and got exposed for his bad decision making skills with money, and the city still went with him as Chairman.

    You want to know why we don't have statehood? it's because we don't make the right decisions to deem ourselves worthy enough of statehood. Imagine how more corrupt these politicians would be if we had that priviledge.

    Gray’s administration has been sloppy throughout this process. Now that they have been called out they escort Brown out with police? His staff hired Sulaimon knowing about his past, so to fire him like this is reprehensible. I don’t think he should’ve EVER been hired but to “fix” the situation by embarrassing Sulaimon more is just wrong. Even he deserves more respect than that. This was your mistake for hiring him, not his mistake for accepting it. Embarrassing Sulaimon will not cover up the fact that this administration is making extremely poor decisions to begin with.

    It’s amazing that some of you are still trying to excuse Gray for this chaos(The Usual Suspects - noodlez & drez). At some point you’re going to have to give Gray a letter grade vs. comparing him to Fenty. Right now he is a strong F. You both hated…correction…hate Fenty so to say he is doing better can’t be saying much. So according to your scale it sounds like you both would give Gray a D at this point?

    @Tim to me the letter grade stuff is beyond the point.

    It's just sad that the same topic come up each election season as far as the issues with the city, yet nothing can ever move forward.

    DC Voters base their votes off a popularity contest and it has to stop. We need people that will come in and do what's best for the city to move forward. If your doing your job right and you have provided results to improve the quality of life then those people should be given opportunities.

    We have got to change this type of mentality.

    @Jason - I’d like to jump in because I’m sick of these Gray supporters not taking off their campaign hats and evaluating this situation for what it really is.

    1. Just google Vince Gray Nepotism. You can find the articles. Several of this friends and high ranking staff have recently had their children give new city jobs or raises of 25K or greater.
    2. The vehicles have to be proved by the City Administrator which is within the Executive of the Mayor.
    3. She was fired from this position previously and many associated with agency were pleased. Its believed that dispite her replacement doing a better job, she was given the position back because she was a strong Gray supporter.
    4. When you pay someone more than a salary cap it has to be approved by Council. So far they have not.
    5. She was honest on her job application this time but was fired for lying on her application under the Fenty administration. She was hired back to DPR making about 30K more than when she was fired.

    Please. Justify my tax dollars going to this chaos.

It’s ridiculous that we keep going through this when it is pretty obvious from the start. But it’s more frustrating with supporters can’t admit that their candidate from the fall has made a mistake. I supported/campaigned for Fenty. He’s gone. But I still want positive things for my city which means I need to team up with Gray supporters that want the same.

    I read somewhere, felons aren't allowed to vote. Maybe it's the law in certain States and DC is not a State.

    SEis4ME, let's be clear about one thing. I am absolutely free to make things up.
    You probably work for Vince Gray (wait, are you Vince Gray?) or at least voted for him (as I did) and so I understand your frustration. And yes, my comment was over simplified. But honestly, that is the problem Gray faces and you seem smart enough to understand that. Few people reading these news stories are aware of, or interested in, the nuances of each case. Taken together, this whole thing looks bad. It looks like poor management, cronyism and stupidity. Maybe it isn't all those things to the degree I made it sound, but that's irrelevant. It sure looks like it. And if I know one thing, it's that politics is about appearance.

    That said, let us review each case I mentioned.

    1. Fire Chief/Film and TV Director:
    Both of these are people with whom Gray has relationships form the past. In my opinion, their qualifications are irrelevant. Although it is frustrating that the Fire Chief didn't even have to compete with a National search, given his complete lack of interest or understanding of EMS. However, he is smart guy and that's fine. But what they represent is the past. Gray had a real opportunity to move forward. I'm confident there are hundreds of qualified people in public safety or in the film industry whose experiences could be hugely valuable to the District. But instead, we chose to reinstate the people with decades of baggage and little to know experience elsewhere. Why? Are these two individuals so incredibly important that it HAD to be them and only them? Why not just move on and and bring in some new blood and bury the hatchet with people who like them AND those who don't? That would have been the more mature, progressive and politically appropriate thing to do.

    2. The SUVs: The Mayor's office is responsible for the leases. That's just a fact. The Council Chairman does not order the cars. Look at the emails and requesting them and see who they are addressed to. I'm not suggesting Gray himself ordered the cars, but it's his office and his problem. And for what its worth, VINCE GRAY HAS TWO LUXURY ADDITION LINCOLN NAVIGATORS. There is one for him and one for his security detail. None of that is necessary, it looks bad and it sends the wrong message. Last thing I'll say about this is that Vince Gray could easily have called Brown and told him to cut the sh-t with lying about the cost or reasons for having them. He didn't.

    3. Gray approved salaries that are beyond the legal cap. He increased the already high salaries of several key aides in some of his first acts as a new mayor. Why? I'm sure his chief of staff could have lived nicely off the $193,000 she earned before her increase. If not, I'm sure there are other qualified candidates.     4. Gray appointed a woman with a criminal record. She is a long time supporter of Gray and her name is Cherita Whiting. She has an oddly cushy appointment (though salary is modest) and she committed wire fraud in 2001. Yeah, wire fraud. And it seems like she didn't disclose this on her application. It also seems impossible to believe the Mayor is not aware of this due to the sheer number of news articles about it.     5. Here is a CityPaper article about the staff children getting jobs. Read the last line...

    So look, I can lie if I want to. But I didn't. Check out the articles, Google them if you need to. But don't act like this is good government. I'm a proud liberal and a supporter of the District. But I'm also committed to both good government and the APPEARANCE of good government. Fenty F'd up too. But Gray ran on a campaign not to be like this. I'm extremely disappointed and you should be too.

    @Southeast Ken - There are 38 states and DC that allow felons to vote after they leave prison & have completed parole or probation. The other 12 do not or have additional restrictions. Fixing prisons are a big issue for me so I apologize if my message came off a little sharp.

    1. Are you suggesting that this is something that gov't officials don't do? This is important because the former mayor's city's AG was a longtime family friend and I don't recall the concern from Fenty voters about this.

    2. Why are you suggesting that the current mayor "shouldn't" hire people he's already familiar with. This particular criticism is quite odd considering you're here admitting that you care less about their qualifications for the job than the fact that Gray knew them. Question: do you want him to get rid of Kaya Henderson as well? I understand he has a relationship with her too.

    3) As a taxpaying DC resident, I don't have a problem with my mayor having an official top of the line SUV for himself and security. I felt the same way about Fenty. If other's "perceive" this as an issue, so be it. I'm more rational in my thinking than most. But to your point about the mayors office's "approval." This meme can be said about anything that happens in the city because ultimately it all falls under the mayors purview.

    5. I don't know why Gray would increase the salaries. But, if there were illegal, it would seem to be an easy fix. Either way, the amounts don't bother me, especially considering what the former schools chief AND current MPD chief makes. By the way, I don't think the atlantapost is the best source to find information about the happenings here in DC. It's well over 600 miles away in another part of the country.

    6. Outside of the salaries, I don't think there is an example of "bad" government. I understand that most people care about perception, like who they'd rather have a beer with. I don't. I care much more about the facts.

    This has nothing to do with being a gray supporter. It has everything to do w/having the ability to read and dissect information. I didn't make an issue out of Fenty giving city contracts to his friends. I won't chide Gray for things similar.

    Sorry but I won't take the weak democratic position of holding ourselves to a standard greater than what is necessary. We saw what happened when ACORN and the Teacher's unions were blamed for our troubles.

    All of these different things that are being bandied around and being described as being "corruption" don't merit that term.

    Take D.C. FIre and EMS, for example, Fenty appointed Brian Lee as interim Fire/EMS Chief. He does not have an EMT background. Brian Lee then selected an operations chief who had NEVER been a firefighting deputy (which explains why there were all those out of control fires). He then selected Dennis Rubin as Fire Chief, who also had no background in EMS. Dennis Rubin then created a new high level position for Brian Lee, at a salary of around $140,000 a year. And then Rubin claimed that Brian Lee and the operations chief were career service (to get around the pesky requirement that excepted service people have to live in the city." All these things happened within the first three months of Fenty's term. These overpaid, inexperienced people stayed in their positions for four years and nobody questioned it. The Washington Post didn't write about it. Even though it was brought to their attention.

    I am not saying that Gray should get a pass on this, I am just saying that the Washington Post gave Adrian Fenty a four year honeymoon, while they left Vince Gray at the alter. Just sayin.

    Maybe the best thing would be for Gray (actually the political types one or two levels down who do the actual managing) to clean up their act, and then there would be no need to ask for a grace period.

    I encourage you to dig deeper into the past of Mr. Sulaimon Brown. There's certainly a trail of restraining orders, arrests, etc. that should have been brought to light prior to this moment.

    While I don't fault the Gray Administration, I would say that they did not excercise due diligence in vetting Mr. Brown. Based on his "emotional breakdown" during Gray's conference, Mr. Brown is neither stable nor competent to serve the public.

    Mayor Gray is trying his best to spread the economic wealth in this city which has for so many years been tilted towards the whites. And, for this reason and this reason alone, he is now being attacked. I have said time and time again, the number function of a black politician is to use his/her political power to gain economic power for his/her people. White politicians have used their political clout to enriched their friends, family and business contacts since the beginning of time. In fact, every politician in this country also uses his/her power to uplift his/her people. When an Irishman is elected, he hires other Irish people. When a Latino get elected he hires other Latinos. When a gay person get elected he hires other gays. And, this practice has been in existence since the beginning of time.Specifically, white folks have used this tactic to almost perfection. However, when a black politician attempts to give a black person a piece of the pie, then we have this huge scandal. He is attacked as being crony or corrupt. FINALLY, WHEN WAS THE LAST TIME IN THIS CITY HAS A WHITE POLITICIAN BEEN CASTIGATED LIKE MAYOR GRAY, CHAIRMAN BROWN, COUNCILMAN THOMAS, OR MARION BARRY HAVE BEEN. And, all of them are black. I mean, where is the outrage over Councilmember Jim Graham conduct, a man who office was raided by the FBI and who Chief of Staff plead guilty to bribery and other charges. Where is the outrage over Jack Evans cozy and suspect relationships with the business community which has earned him several reprimands from the authority. Where in the hell is the outrage over Catania's efforts to award non-competitive bid contracts worth millions to his pet projects.Sadly, too many blacks abandon their own leaders over foolishness. Black people should asked themselves what kind of representation they received in this city and country when white people were in charge. It was called Jim Crow. It was called segregated schools.     Last week was a circus at the Wilson Building staring Kwame Brown as the lead actor. Kwame showed his immaturity, ignorance, and his being a materialistic human being.

    Kwame Brown shouldn't have been voted in as the DC Council Chair, but disgusted DC voters like myself didn't have a great selection to choose from. It was between the idiot Kwame and the other pimp, former Ward 5 DC Councilmember Vincent Orange.

    I am sick of all of the idiots sitting inside the Wilson Building. Mayor Vincent Gray is a big disappointment in my and other DC voters eyes, but we were glad to get rid of the former dictator Adrian Malik Fenty. Now we are stuck with another politician not caring about his constituents. It's all about me, me, me, with most politicians.

    DC voters should take to the streets like the people in Egypt and over throw the Wilson Building and run Vincent Gray, Kwame Brown, Jim Graham, Jack Evans, Mary Cheh, Muriel Bowser, Harry Thomas Jr., Tommy Wells, Yvette Alexander, Marion Barry, Phil Mendelson, David Catania, Michael Brown, and Sekou Biddle out of the Wilson Building.

    D.C. Council Chairman Vincent Gray, left, said bonuses given out recently by Mayor Adrian Fenty, right, were “highly questionable given the depressed economy.”

    D.C. leaders reacted with outrage to news that the Fenty administration has continued to lavish awards on favored employees despite a law banning the practice.

    Fenty has doled out nearly $15 million to select officials, including some $565,000 given out since October. The council passed a law this year forbidding the city to hand out any more cash perks after the start of fiscal 2010, which began Oct. 1.

    Council Chairman Vince Gray said the bonuses were "highly questionable given the depressed economy."

    "The Council imposed its own prohibition for [fiscal 20]09 bonuses to send the message of the need to do without them in this fiscal climate when people are being laid off, services are being cut, and residents are making sacrifices," he wrote in an e-mail to The Examiner.

    More than one out of every 10 District residents is out of work, government statistics show. The Fenty administration has faced nine-digit budget gaps and has been slicing staff by the hundreds, claiming that it simply can't afford workers.

    Councilman Kwame Brown, D-at large, called the bonuses "a true sign of poor leadership."

    "We must do better," Brown wrote in an e-mail.

    Most of the post-October bonuses were less than $3,000. But D.C. retirement board executive Eric Stanchfield was given nearly $22,000 last month. Finance office executive Abdi Mohamed Mohamed was given $10,000 in October.

    October surprises? Some bonuses given to city workers after ban took effect:

    Stanchfield didn't respond to calls for comment. Finance office spokesman David Umansky insisted that The Examiner file a Freedom of Information Act request before he'd discuss Mohamed's bonus.

    Most of the bonuses paid after October went to lawyers under Attorney General Peter Nickles.

    He defended the payouts on Monday, saying that most of them were obligated under a union contract and that the personnel evaluations for the team were completed earlier this year -- for performance in 2008 -- but the payments weren't disbursed until after October.

    That wasn't enough to assuage Councilwoman Mary Cheh, D-Ward 3, who wrote letters to Nickles, as well as city Finance Officer Natwar Gandhi and City Administrator Neil Albert. She called the bonuses "troubling" and demanded an explanation within two weeks.

    Councilman Phil Mendelson, D-at large, said the bonuses were "embarrassing."

    "To see somebody who already has a big salary getting a fat bonus on top and then turning around and [firing] employees is a bad picture," he said.
