Yoga Tax Proposal is Back, Via Marion Barry

Ward 8 Councilmember Marion Barry wants to extend D.C.'s sales tax to include: pet grooming, health clubs, armored car services, private investigations and admission to live performances.

You'll recall that similar measures were considered last budget go round, but the all-powerful Yoga lobby put a squash to them.

Anyway, Barry also wants to raise the tax rate on parking from 12 percent to 16 percent, and raise the minimum franchise tax from $100 to $1,000. All together, Barry says his proposed tax increases would raise $41.1 million and allow the council to restore cuts to social services proposed in Still Mayor Adrian Fenty's budget, specifically the cuts to welfare recipients that Barry initially proposed.

    Barry's letter contains twisted logic, even by Barry standards. Two years from now, he wants to begin phasing in a three step sanction process for long term TANF recipients who don't actively participate in govt sponsored job training, etc.

    Yet his proposal would apply only to NEW tanf enrollees, presumably grandfathering in (for life) everyone already receiving TANF. Nonsensical gibberish.

    Are these services currently taxed? If not, then I don't see why something that's obviously a luxury item should be exempt

    noodlez, most roads in DC are paid for with federal funds, not city funds. And I doubt there's many "white" shows going on in DC besides the 9:30 and Black Cat. 90% of live shows in DC are probably go-go, so that's who'll be taxed. But go ahead and keep shouting if it makes you feel better.

    @dcexpat- Go-go has been banned from almost every venue in DC and plays mostly in PG County now. (Where have you been lately?) In DC, most of the venues that USED to play that dangerous, violence inducing Go-Go music now play the dangerous, violence inducing Garage music.... But I'm sure the "sight" of it all makes most "feel" better about it all.

    On another note.... Parking garage taxes should be raised to at least 18% and preferably 20%. Does anyone know what rate MoCo or Tysons charges to park in their garages? Just wondering.

    I don't agree with the reasons but I wonder are live performances like the kennedy center tax free? I am in favor of looking at all options for raising revenue. Even the ones proposed by the crackhead. [Let's hope that he doesn't go completely crazy with it]

    Noodlez, you know that a commuter tax won't happen, even if it should. The point is valid because while federal funds are used for roads, the feds do not pay 100% of those costs. Commuters can and do put a lot of wear and tear on roads.

    DC social workers actually text while driving clients to a destination, thus scaring the clients. DC social workers need to be monitored up the ass. One of them I know of almost caused an accident and the client had to tell them to stop texting and pay attention to the lights.

    Barry is trying to cover something up and the rest of the council are as dirty as Barry if not more, that's politics for you.

    Btw, I agree with parking tax increases (shouldered largely by comuters and nonresident parking lot owners). As I previously posted, Kathy Patterson proposed this 5 years ago.

    Why not raise taxes for the wealthiest? Its not only the wealthy folk using concert venues and health clubs, its hard working low and middle income folks trying to take care of themselves. This may hinder their ability to do this self care because now it will cost more. And I am confused about the social worker rant. One ill performing professional doesn't make them all bad.

    What people don't seem to understand is that if those suburbanites in virginia or Maryland suddenly did all move into DC it would drive the cost of housing up to where many Dc residents couldn't afford it. Also people choose to live outside the city because they don't want to pay high taxes to support those who aren't paying any taxes because they are continuing generations of welfare, a system of enabling doled out to them by people like Marion Barry. People in TANF for 60 months? five years is not 'temporary'.

    If he is, it must be with you. I was simply referring to that music in the same manner as YOU and others have been referring to Go-go for years. None of the music is dangerous. I happen to enjoy listening to all music and i know that NONE of the music kills, but three white people leaving a venue look exactly like that.... Three whites leaving a garbage show, while three blacks look like "suspicious persons" who must be carrying a gun or be getting ready to rob someone because... Well, LOOK at them.     I am not sure what circles you run in sigmagrrl, but they are clearly not the same as my non profit, teacher, unemployed (attending free classes) friends/yogis. Surely some individuals have the money. I am pointing out that is not everyone. No need to be nasty about it.

    The question is not one of inhibiting self-improvement, but of achieving tax parity. If you buy a yoga DVD, you pay sales tax. But if you attend a yoga class, you do not. (Even less logical -- you pay tax on the yoga mat you buy at your local yoga studio, but not on the class.) If you purchase free weights, you pay sales tax. But if you join a health club, you do not. This is not logical.

    If you go to the movies, you pay sales tax. If you go to a live performance -- at your local dive or the Kennedy Center -- you do not. Again -- at the risk of sounding like Mr. Spock -- this is not logical.

    It seems reasonable to tax essentially the same commodity -- just delivered by a different mechanism -- in the same way.

    Marina- It's not the same commodity. Taxing a multi-media product that has the ability to reach tens of thousands of individuals is one thing, but taxing a small yoga studio that accomodates 10 people at a time, requires payment of rent and utilities, requires a salary for the instructor, and other costs that a mass produced video will not have. I really don't care either way, but don't think that the City can balance a half a billion dollar deficit on the backs/legs/spines/mats of a very small portion of the City.
    Cut the school budget by 10%, utilize rolling Furloughs, and stop giving hundreds of millions of dollars to developers who would develop in the District regardless.

    There needs to be an effort to provide job training and day care. I do not want children to suffer because their parents
    have few jobs skills or work ethics. It is really easy to talked about throwing every one off. People are not going to be hungry and they see others working and having money. They are going to rob steal and what ever else it takes to survive.There needs to be a comprehensive plan to raise the employment rate for those people who have been hold outs for several generations. They work the system . The system must change to make then work and be productive. children First People.
