Catania Resolves to Delay School-Assignment Changes

Four days after Mayor Vince Gray unveiled his plan to overhaul the city's school-assignment policies for the first time in more than 40 years, one of the two leading candidates to succeed him is taking a stand against the changes.

David Catania, who chairs the D.C. Council's education committee and is running for mayor as an independent, just released a statement signalling his opposition to the plan, which would redraw school boundaries and simplify the system for determining which schools students are eligible to attend.

"Our students need more than predictable pathways through elementary, middle, and high school," Catania says in the statement. "They must have high-quality schools at every level, in every neighborhood. I have maintained all along that I cannot support a plan that moves students from higher performing schools to lower performing ones. Yet the final recommendations do just that." Residents of some neighborhoods, like Crestwood, which will lose access to highly regarded Deal Middle School and Wilson High School, have criticized Gray's solution to the longstanding problem of convoluted pathways to sometimes overcrowded schools.

Catania also argues that Gray's plan does little to improve underperforming schools, and that its scheduled implementation in the 2015-2016 school year is too fast. As a result, he says, "I intend to take action to delay implementation of the recommendations until at least school year 2016-2017."

As for how Catania might delay implementation—not an easy proposition for either the D.C. Council or the new mayor—Catania spokesman Brendan Williams-Kief says, "We’re evaluating what those options might be." With the exception of one clause on charter schools, the plan is not subject to D.C. Council approval, although Catania could attempt legislation opposing Gray's schedule.

"The Council can come up with any legislation that they want," says Gray spokeswoman Doxie McCoy. "But the clock for our plan has started already."

Catania's main rival in the mayoral race, Democratic nominee and Ward 4 Councilmember Muriel Bowser, has yet to take a position on Gray's plan.

    Vince Gray did these two a major favor taking the heat for this change when we all know the current system is untenable. Say what you will about the man, Vince deserves credit for this.

    The grandstanding is transparent. Neither candidate really wants to slow or stop these changes, but they have to look like they do.

    BY FILTERING CHILDREN THROUGHOUT THE SYSTEM AS OPPOSED TO FUNNELLING/STEERING THEM TO 2 OR 3 SCHOOLS WILL BRING THE SYSTEM UP AS A WHOLE. YOU WOULDN’T KNOW ANYTHING ABOUT THIS SINCE YOU DON’T HAVE CHILDREN. SCHOOLS SHOULD NOT BE LOOKED AT AS STATS. ALSO, NUMBERS DON’T TELL THE WHOLE STORY WHEN IT COMES TO EDUCATION JUST ASK MICHELLE RHEE.

    Catania is struggling to raise cash, so he must cater to the wealthy DeeCee residents who live near good schools and don't want their boundaries messed with. The wealthy (largely white et al) folks are as much to blame for the status quo as the poor (largely black et al) folks who don't properly read to or discipline their own children and blame the school system for their children's failures.

    Most of these folks identify as so called "liberal democrats" who supposedly care about the poor; the republicans — and others who care about their children who don't want to gamble their children's futures away on inbred corrupt corporatist DC elected officials, regal bureaucrats and union thugs — wisely send their kids to charters and private schools or take their tax dollars and move to the VA/Md burbs).

    Defending the priviledges of the priviledged is what Catania has always done best. In 10 or 15 years, maybe there will be enough rich white people in DC to elect a guy like him mayor. Until then, the bedt course is to ignore him.

    Catania is like an asteroid hitting the atmosphere way to fast and hot; it will burn out and obliterate itself before it hits the earth. He and the inbred white DeeCee media will bludgeon Bowser to give her black eyes and tar a feather her in debates and articles. Demanding debates doesn't help his cause. He should just show up at her events being charming and friendly, w/o his campaign entourage, and assume the underdog position to conquer his Goliath; let Bowser make herself look bad. Invite her to breakfast, coffee or dinner to talk about the issues w/o all the yahoos.
