Housing Authority Looks to Redevelop Headquarters

The D.C. Housing Authority is seeking developers interested in turning its headquarters on North Capitol Street into a mixed-use development with commercial, retail, and residential uses.

The Housing Authority issued a request for qualifications today from "experienced developers with the capacity and broad experience in mixed-use development that includes commercial (including government facilities with public intake), retail, and residential projects" to redevelop the building at 1133 North Capitol St. NE.

The recent transformation of the NoMa neighborhood, including the gleaming new NPR headquarters next to the Housing Authority, has led the squat, brown Housing Authority building, with its surface parking lot and grassy field, to look obsolete. The RFQ doesn't specify how it'll be redeveloped—or whether the Housing Authority will remain there—but the list of desired qualifications implies that there may be a residential and retail component, in addition to government offices that could include the Housing Authority.

A Housing Authority spokesman was not yet prepared to comment on the record, but I expect to learn more soon.

    With all the talk lately about how NoMa lacks parks, you'd think the RFQ would include something about a set-aside for public space on such a huge, centrally located lot. Even a few small pocket parks or a medium-size dog park or a small kids splash park would go a long way towards making this site more interactive with the neighborhood around it.

    Why not move this to Ward 8 as well? If Ward 8 needs development and jobs, let's do it. Put it in Skyland or whatever and bring the services closest to the epicenter of people who need them.

    This is great news. Some of the people who work in that area said they'd love more street level retain and restaurants. Dedicating all that sidewalk to parking etc really cuts it off.

    I second that it'd be great if they preserve some of the green space as well.

    The.buildng.should.just.be.demolished. And replaced with new construction. It is dated like the Reeves Center at 14th and U NW.

    See all that grass in front of the building? Say goodbye. Expect height and density.

    However, preserving part of the lot for a dog park open to Pierce St. would be a good idea.

    If they ever build on the site down the street, on the southwest corner of Pierce and First NE, hundreds of dogs whose owners live in the Archstone at First and M will need a new place to pee and poop. Those dogs have been fouling the grassy empty lot, owned by Tishman Speyer, since the "pet friendly" apartments started leasing in 2012. If a dog park is not carved out when the Tishman Speyer lot when it gets built out, every tree in NoMa will be drowned in dog urine.
