If you're going to be giving legal advice, at the very least learn how to properly cite the DCMR regulations. You give the section, but not title of the volume. That's like telling someone you live in Springfield, without telling them which state.

In this case it would be wise to simply deal with the pest-control people on your own and then negotiate a settlement with your landlord. If you're worried about reinfestation, deal with it on a floor by floor basis...certainly one thing you should do is get rid of your bedframe and your bed. This is what the Internet is for.
