Brain Drain: D.C. is losing tech data start-up Sqrrl, made up of many ex-Washington-area National Security Agency employees, to Massachusetts. Sqrrl CEO Oren Falkowitz, a District resident, says he's moving his company from D.C. to score more engineers and be closer to other data companies. -2
