Investigate This: The Washington Times' Jeffery Anderson wins the morning with this report about Attorney General Peter Nickles asking the city's inspector general to investigate how a "firm with questionable credentials and limited experience took a majority share in the city's $38 million lottery contract. Citing recent reports in The Washington Times, Mr. Nickles pointed to contracting irregularities, including the addition of local firm Veterans Services Corp. (VSC) to the lottery pact after the city awarded it to Greek gambling giant Intralot. ... Mr. Nickles indirectly attacked D.C. Council Chairman Vincent C. Gray, saying that the council 'failed to hold a hearing on any of the proposal packages' submitted by Mayor Adrian M. Fenty after a previous contract award to Intralot. Mr. Gray and others thought a local firm that partnered with Intralot was too close to Mr. Fenty. VSC, Intralot's eventual local partner, is headed by a man with ties to several council members, including Mr. Gray." Anderson has raised plenty of questions about the contract in recent weeks; be sure and check out the related articles linked on the right sidebar. Nickles has been saying since June that he's looking into the contracts, which seemed somewhat questionable given his political loyalties, so passing it off to the IG is probably a good move. Fenty brought up the Times' lottery contract work last week during a debate with Gray, as a counterpunch to Gray's charges of cronyism in the Fenty administration.

Fenty and the Post: The Post has posted a video of an interview between the mayor and editorial writer Jo-Ann Armao, where Fenty again takes the blame for not getting word out about his good deeds (umm, sound familiar?).  Fenty stresses that he's doing a good job, which is noticable in part by how unnoticeable D.C.'s problems are compared to the past, when "you could see a glaring problem in D.C. government—from trash pick up, to potholes to road repairs to schools being broken down—anywhere you drive in the city." If he gets a next term, Fenty said he'd continue to focus on education, "infuse energy" into fixing public housing, and work with the guvs in Maryland and Virginia on Metro. Not in the 9-minute interview, probably much to the Gray camp's consternation: Any talk of those pesky park contracts.

Wanted, Sucker for Thankless Job: The D.C. Board of Elections & Ethics is hiring after Chairman Errol Arthur quit, reports Freeman Klopott of the Examiner. "The timing of his leaving the board couldn't be worse. Arthur's last day will be Aug. 2, just weeks before the primary that will likely determine the District's next mayor. The three-member board has been running with only two members since February 2009, and if a replacement can't be found quickly, there won't be a board in place to verify the primary votes. In other words, it'll be as if the primary never happened, officials said." (Since LL is new to the beat anyway, why not just start the whole thing over in September?)

Watch What You Say, Not How You Drive: Metro has suspended a veteran employee after she made offensive remarks at a graduation class for bus drivers, reports Kytja Weir in the Examiner. "Ora Crutchfield made statements against elderly people, young black men and Asians during the April 30 graduation ceremony, according to a Metro investigative report obtained by The Washington Examiner. Such events are typically attended by graduates' friends and family members — of all ages and backgrounds."

NOOOOOOOOOOOOO!: "Mobile speed cameras were posted to a dozen new sites last week, mostly in Southeast Washington, in a move critics say puts the District on track to net $41 million from tickets," reports Kafia Hosh in the Post.

    Uh oh, the Green Team is getting desperate!! Fenty, has ordered his personal attorney, Peter to investigate Gray. We are living in a lawless society. But you want kids to grow up and do the right thing?

    And based on the latest polls, Team Fenty does not want a primary election! He has no chance. Everyone is laughing at the thought of Errol resigning in August. Oh, he couldn't wait another month? Of course Team Fenty (Adrian) told him to leave to prevent his subsequent defeat!!!!

    People are laughing? Maybe, but it is to keep from crying.

    I love to play chess. When you box your opponents King in...you are supposed to make sure that you keep it in check or he/she may play themselves into a stalemate. In that case, white essentially wins because they keep the advantage of the first move.

    In this case, a very aggressive Gray attempted to block Fenty's king from moving. Investigations, slander, Obstructionism, Phoney ass columists like Debonis and Nikita. He even complained about his baseball tickets and moving his campaign offices into Ward 4. All offense.

    Mr. Gray, you need defense to. You have to be beyond reproach to play the ethics game. Gray isn't. He is in a glass house throwing rocks.

    Nickles's people have been sitting on the lottery crime. Gray thought since he muscled Fenty on that contract that he shoud do much more of the same. So, he moved to the Parks contracts. Fenty wouldn't fold on getting the parks bult. So, Gray launched an investigation prior to the start of the election. They waited until Gray stepped over the line and exposed his ass. The craziest thing is Gray's attack on Nickles.

    Despite opponent's critics, Nickles is independant in fact if not in perception. And, he is a vicious lawyer. Advice, you should not go around trying to ruin the name of 70 year old men that could have retired if they wanted. They will come out for blood.

    Now, add the board of elections. Another agressive Gray move gone wrong. Gray has frozen Fenty's committee appoinments for years. Now, he has to agree with Fenty on two people in lless than 8 weeks. (The citzens deserve to have a fully functioning board). Why should people expect for this to go any faster? It will...I am sure.

    But, Gray's specialty move doesn't work. He can't obstruct. He can't accuse. He can't demean.

    And, he can't expect to take advantage of Fenty's main weakness. His instinct to move quickly to solve a problem. There is no reason in the world for Fenty to rush. This is for his political life.

    So, if the primary is delayed...Gray's lack of money becomes an issue. Debts get raked up. He has an investigation...or three hanging over this head.

    Chess is a Funny game. I wish Mr. Gray had never insisted on playing it. Now, the whole thing is a circus. And we may have to start the game all over. With white moving first.

    Let me be your lawyer for a minute. I will use the operative words in your sentence to clarify the meaning of your sentence. That may help your confusion.

    "INVESTIGATE BECAUSE OF WHAT SOMEONE HEARD GRAY SAY."

    Exactly! That is one reason prosecuters investigate a particular crime. Someone observes a crime. Someone reports a crime. They are referred to as "whistleblowers".

    In this case, a whistle blower (with a matching civil suit) testified in a deposition that he heard Gray demand that certain contractors were removed from consideration and that a favored vendor be placed. Or, Gray would not place the item on the agenda. Gray kept his promise. And, he allegedly got that person fired.

    After the initial winning partner is removed from the bid per Gray's request, and Gray agrees to hold a hearing about it...the bid is re-competed...a prime contractor is named. The competition is complete. That should have been the conclusion. But it is not.

    After that. a contractor, who has been a Gray family friend for at least 25 years, gets put on the bid without any additional screening or competitive process.

    The Partnership was formed only days before the bid. Then, the minority partner gets 51% of the deal. So, in essence, the winning vendor never was part of the competitive process.

    That, my friend, is easily worthy of investigation. In fact, sir, it is worthy of prison. And, if he doesn't go to prison for bribery. And, to date, there is no evidence of a direct payment. If he gets deposed and tells one lie, he will go to prison for that lie. That is called perjury.

    That is why it is important that Mr. Payne HEARD Gray say what he alleges. If he had not heard it. If he been told about it. That is hearsay. That is third-party testimony. This is direct observation and, provided it is relevant...which it is...it is admissable in court.

    Legal lesson over.

    Personally, I knew this stuff happens. But WOW! I am amazed at the brashness with which this scheme was executed. Gray went for broke.

    Now he is passing emergency election laws 3 months from a primary. Gray is so agressive that a member of the BOE resigned "to take another job."

    But the KILLER! To call for the ousting of the man that sat taking notes while Gray did it. That is arrogance and recklessness of monumental propotions.

    Vince, don't let the ABF's gas you into the something stupid. The baseball tickets aren't worth it. You are getting reckless.

    please everyone dont get all worked up. most of you guys or girl who posted are right and on the same page. you all just dont know what it is. this is how our govt. has been running the last 4 years. this contract has all the players in it. 8 of the councilmembers hand is all over this deal. and yes ron moten is right in the middle of this mess. it all started with gray and Jim Graham and. they join this fight 4 personal reasons. Graham was into his little girl mold on this issure and Gray was helping one of his cronnies make another 10 million$. so we shoulded be 2 angry at miss Jim,he was only in his feelings. and i do have 2 say it is a victim here,it is the pearson who put this deal together,who was putting that 10 million that gray 30 year friend got back into the cty coffer the first 24 months. i hope u all are following me here,i dont care if fenty win or gray win the same garbage mentallity will be running this city. will that person mrs.A Williams she is the person who worked on this deal for a couple of years. who bought the best deal 4 the city,mr Graham didnt like her husband, but it had nothing 2 do with his wife. i know she is highly capable of taking care of her own. her husband was not on any documents concerning this deal. hope everyone have a great day....

    All this sleazy lottery contracting stuff is all very interesting, but what I'm stunned by is that LL hasn't reported Leroy Thorpe's endorsement of Gray, and Anthony Williams' endorsement of Fenty.
    The contrast and implications of these two endorsements are as clear as the resumes (and in Leroy's case the criminal record) of the men who made them, and this is especially remarkable since the two events happened within the past week.

    The fact that Ron Moten has anything to do with anything in Washington DC is just pathetic.
