Shooting Victims’ Kin Outraged After Cops Arrest Wrong Kid [UPDATED]

An angry Norman Williams stood outside Metropolitan Police Headquarters on Thursday afternoon holding a photo of his late son, Jordan Howe.

About an hour earlier, Williams says, he received a call from the U.S. Attorney's office: "I want to tell you something before you see it in the news," Williams recalls the caller saying, "they're releasing the 14 year old."

The news had been trickling out all day to Williams and parents of the other victims in a string of deadly shootings last month.

A case of "mistaken identity" is how detectives explained to Nardyne Jefferies, mother of fatally shot 16-year-old Brishell Jones, their decision to dismiss all charges against one of the suspects arrested in connection with deadly drive-by shooting in Washington Highlands on March 30. Police believe the killings occurred in response to another murder (that of Williams' son Howe) just eight days earlier.

According to WaPo, the cops may have cuffed the wrong kid after chasing a shooting suspect into a school building, where an evening program was underway:

When the boy saw the officers, the source said, he put his hands in the air. He did so, apparently, not because he had been involved in the shooting but because he was an absconder from the juvenile justice system in an earlier criminal case, and he assumed that police had come to arrest him, according to the source.

Outraged parents gathered outside the police building late Thursday afternoon awaiting Chief Cathy Lanier and Mayor Adrian Fenty's official announcement about the dropped charges. At first, the press conference was scheduled to take place outside police headquarters; later, the location moved inside. The continual shifting of the setting seemed to only rouse suspicion among the victims' families.

"They're stalling," Jefferies told City Desk. "They don't want to come out."

Standing alongside the victims' kin, Rev. Anthony Motley, a candidate for D.C. Council, told members of the media that any reporter entering the building would be barred from speaking with the families in the future. With reporters then refusing to go inside, officials moved the press conference back outside.

UPDATE: At about 5:45 p.m., Mayor Fenty, Chief Lanier and Attorney General Peter Nickles appeared outside to make the official announcement.

Fenty described the March 30 shooting as among the most violent in D.C. history. He commended the police for an "amazing" job on the case and indicated that detectives have made "significant progress" in their investigation.

Nickles criticized the media, pointing to the Examiner in particular (City Desk had reprinted the Examiner's reference), for releasing the name of the juvenile suspect, who he then identified as Malik Carter, 14. Nickles insisted that Carter was "not the driver of the vehicle" as previously believed.

Chief Lanier called Carter's prior arrest "well justified" given the "chaotic scene" of the crime, which involved a footchase in the dark. She added that fingerprints ultimately cleared the teen in the case.

Lanier also announced the arrest of two additional adult suspects in the case, without providing names, and added that police are on the lookout for yet another.

"We are looking for an individual and he knows we are looking for him," she says, further recommending that the suspect turn himself in.

    Jordan Howe would have died eventually... He was a thug. Malik Carter will get his too. At 14, with an already lengthy rap sheet, we can only hope that the streets kill him before he kills someone else.

    Is he personally responsible for every mistake made in City Government?
    Anyway, nothing looks good for "blady" listening to people on this sight.

    Wrong if he does, wrong if he doesn't.
    Wrong if he moved right, wrong if he moves left.

    Wrong if he can't meet with Ms. Height. Wrong if he honors her in death.

    Wrong if there was a school surplus; wrong if there isn't one.

    I mean Jesus Christ. The Man dug the city out three blizzards and almost 6 feet of snow faster than the city had ever cleaned up one. And people still complained!!!

    That wasn't good enough. They wanted him to drag out blow torches and melt the snow piles. I was amazed.

    Sometime I think it would be best to let DC have Gray for four years. Blacks would get what they don't deserve but seemingly want.

    A bullshit poverty pimp that does what is popular and nothing else. A finger pointing hypocritcal Barry Croney.

    Why would anyone want that job? The only way to avoid critisism is to do virtually nothing. Please see Barry's career as a reference point. But hell, he wore an african robe and hat. He must be down, right?

    I have always said that the media should never be allowed to release the names of suspects. It sells newspapers and news shows...but it virtually convicts the person accused.
    I guess that newspapers should slow down a bit themselves.

    1) Arrest are made assuming that the person will be given due process. So, the fact that they arrested him is not unreasonable. Very unfortunate for that child though.

    The media, however, runs with stories to fast to allow them to do their own research. Or, they come with half stories.

    Just last week we got taken up and down the "budget surplus" roller-coaster.

    Whole articles about Rhee's having known about it ahead of time. The Chairman of the Council calling for "the life to be chocked out" of the people responsible.

    Then, not a day later. oops...there is no surplus. Or is there? We don't know. But, she clearly didn't know in Oct. However, the media can't take back the ennuendo or accusations. They just leave the stain there.

    This 24/7 news cycle is crazy. Slow the fuck down and let things play out.

    Is the kid actually the brother of one of the shooters, and the shooter from the Howe killing? I remember reading that in the Examiner, and even in this article I noticed that they all share the same surname, Carter.

    If this is the case, I find it a little strange that their younger brother just happened to be a building that the police happened to run into while in pursuit of a victim.

    If the teenager is not their younger brother than it makes sense, but if he is that is one hell of a coincidence. I've noticed that none of the new articles make any mention of the teenager being related to the shooters, was that false information as well, I would not be surprised if it was.

    I don't understand. In a previous article via WUSA 9, it said the 14 year old is remorseful about the killings, and that he was duped into giving his older brother a ride. IF THAT IS TRUE, how can they say he wasn't involved.

    I don't think anyone will believe anything else that comes from these prosecutors.Remember these are the same prosecutors who refused to arrest Orlando Carter for "lack of evidence" in the killing of Jordan Howe.Had they got him off the street this would have never happened. So you decide if they are lying or not.

    Although I don't expect the Mayor Fenty, Police Chief Lanier or Attorney General Nickles to solve the problem of teen violence in the district alone, I do expect "City Leaders" to not tuck tail and run simply because they don't want to be confronted by angry residents.

    The citizens that they chose to run from were personally touched by the tragic events that were the subject of the press conference. Since Mayor Fenty, Chief Lanier and AG Nickles did not respect them enough to explain the turn of events to them in advance the least they could have done was to allow them the opportunity to vent their frustrations. In my opinion, that is what true leaders would have done.

    The District of Columbia does not need cowards running the city we have more than enough of them destroying it.

    I agree with @noodlez. I like your new word for our so-called leaders, "LEADERSHIT". I think that Lanier, Fenty, and Nickles are cowards. They were hiding from the angry parents and friends of the four dead young people. This is what the Fenty Administration has always done, HIDE. They Hide Money. They Hide lousy managers one being Michelle Rhee, Santos, Ruben, etc. Well now they have crossed the line. Fenty, Lanier and Nickles should have told the grieved parents, and family of the new information concerning the 14 year old, before informing the public.

    Hey Swan Song are you on his payroll. Fenty makes it a point to go into the area he loathes because 9 people were shot, not becasue he cared but because he cares about getting re elected he ignore them until now. He closed down boys and girls club, leaving no where for people to go and be safe, even though this took place after a funeral. What is wrong with telling these parents the truth about their kids death and that an innocent child was being held. And before anybody starts screaming this young man did not do this horrible crime. If you are holding him for escaping a juvenile facility fine.
