		<description>@Really, you are truly misguided. Test scores were gradually going up for the past 10 years and that is FACT and can be proven by merely examining the NEAP report. Further, the improvement in city services were put in place under the Williams administration and the blueprint for those successes were left with Mr. Fenty along with an OUTSTANDING BOND RATING that is now in the crapper. Mr. Williams also left Mr. Fenty a SURPLUS which he has DECIMATED and the detrament of the citizens of the District of Columbia. 

This new development that everyone raves about was put in place by Mr. Williams prior to Mr. Fenty taking office, contracts were inked, agreements were made and deals were cut. In total he could not have undone those deals if he had tried because they were NOT  under his control. So essentially, all that he has managed to do in his years in office is DIVIDE this city along ECONOMIC and RACIAL lines. My city was much better off before Mr. Fenty and we will be better off aftern Mr. Fenty is VOTED OUT. I am working and giving it a 200% effort to unseat him in this election.

A vote in the District should count as much as a vote in Florida or Ohio. This bill would guarantee that - -and Gary Imhoff&#039;s wrong if he thinks that the District prefers being ignored in campaigns and elections where the national popular vote loser becomes president.</description>
