D.C. Council Votes to Censure Marion Barry

The D.C. Council has voted unanimously to censure Ward 8 Councilmember Marion Barry, strip him of his committee chairmanship, and to refer investigate findings of wrongdoing to criminal prosecutors.

Barry spoke in his defense for nearly 20 minutes prior to the initial vote. He claimed the broke no laws; attacked the investigation conducted by well-respected lawyers Robert S. Bennett and Amy Sabrin; and decried what he saw as unfair treatment vis-a-vis his colleagues. It was a remarkable, rambling, angry, scowling performance that did nothing to convince his colleagues. No other member spoke before the unanimous vote.

    Mike, you should look at Matza's "technique of neutralization" and compare Barry's 20 minutes of denial of any wrongdoing to Tiger Woods' apology. Therea are some stark contrasts between the two, in terms of owning up to one's own behavior.

    Barry may have started on the path of doing good, but he lost his way some 20-years ago. It is time that he pull a nixon and just fade away.

    This is how they categorize me as being a whistleblower instead of looking at the fact of what they did to me by withholding my paycheck, being very disrespectful, sabotaging the two grants I worked on Ward 8 Youth Leadership and Clean and Sober, and then fired me when I reported to the Council, IAG, DC Auditor and the Chairmen what they were doing. ALl they had to do was give me my paycheck and none of this would have happened.

    He lost his honor for $65,000, my annual salary for the two Councils. This is all I would had been paid. WHat a shame.

    I would have never believed it happened until it happened to me. I was the one who told the Council what he and brenda Richardson was doing after they took the money due to the community for two of the grants and then fired me for reporting the mis-management and abuse, forgery and fraud.

    Brenda Richardson wrote or shall I say copied the Articles of Incorporation along with the Bylaws from the ECC (Earth Conservation Corporation) (Side note she still has an office over at the ECC. Tanya Blue was a friend that she worked with there.) Ask Brenda Richardson and Tanya Blue about their shady friend Willie? Brenda was prosecuted in 2007 for FRAUD and shady business dealings with Willie. Being money hungry is not something new for Brenda. But lets get back on topic! Brenda copied the Articles of Incorporation along with the Bylaws for most if not all of the nonprofits. She then had Bunn notarize them. She forged your signature in addition to many others to meet the deadlines so she could continue to collect the earmarks. Im sure you know Robert James, Barry's longtime friend. Brenda forged his signature also. The CM was fully aware of everything remember " The CM made me do it!"

    Have you had the opportunity to call Congress Heights Main Streets (202) 562-1405 you would think that with a 240k grant they wouldn't be getting evicted from there office space and behind on all there expenses and utility bills. Ask James Bunn why he's paying for some there expenses out of pocket and then reimbursing himself with earmarks? Bunn and Brenda are trying to go through one of the board members who works for Giant to get a 5k grant (from Giant). Now ask yourself why would an organization that received 240k in earmarks be behind on their expenses in the process of being evicted by the end of the month and without an Executive Director but in dire need of a 5,000 donation if the organization is managing their money and serving their community?

    Jim Bunning, who now frets so pathologically about emergency spending for 30 days to help over 6 million hardworking Americans out of work through no fault of their own, is a hypocrite. Bunning never seemed to have any problem with Congress spending on Bush tax cuts which helped create the mess we're in! Please, please someone let us know about his opposition to the billions wasted on the Iraq war, larger sums on tax cuts for the rich, his opposition to the biggest expansion of government in 40 years (Part D of Medicare) and tax breaks for dead billionaires. Senator Bunning has been in office for 10 years. His holding up an extension of flood insurance is a bit bizarre since it appears he had something to do with the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004.

    I recall before the Dot Com Implosion when Alan Greenspan talked about Irrational Exuberance; at that time Fed Chairman Greenspan discussed a need to slow the overheating economy (that was being fueled by the Dot Com craze and the early Housing Bubble) Senator Bunning blasted Mr. Greenspan for wanting to put the brakes on the economy, it was an early warning that the economy was heading for problems that eventually would appear down the road. Yet there was Senator Bunning criticizing Mr. Greenspan about applying some economic medicine on a growing problem. Senator Bunning wanted the Fed Chairman to stand out of the way of the economy's runaway direction toward the cliff. We all have witnessed it's eventual burst and collapse! Once again Jim Bunning, like RICK MANGUS show they are part of the problem and will never be part of the solution....

    These pastey old geezers continue to wreak havoc on taxpayers and families, while getting a pass!

All of this happened because they didnt want to pay me my salary I was due for the hard work that can be verified that I did. If they had paid me my mere salary and let me get through the one year Contract for the two Councils I oversaw, none of this would have happened because I would still be blind to EVERYTHING they were doing. Once I realized they were moving funds and paying friends, I immediately went to Marion and when he would not do anything, I went to Vince Gray. Now look at the disgrace he and Brenda and the rest of the thieving staff will suffer, all for a few pennies. They could have continued to get those earmarks but they messed with the right persons paycheck, MINE! Now look at the lot of them. Criminal Prosecution is next if I have anything to do with it.

    Though the devil may send his dominions against Mr. Barry, those of us who "know" him also know that he has ALWAYS fought for the poor, the elderly and the youth of this city. We will not forget his 40 years of service to this District government for a $15,000.00 error in judgement. We will make our voices heard in the polls. Mr. Barry has great love for his Ward 8 constituents, and they have even more love for him. We don't judge because we don't want to be judged and we don't kick a man when he is down. I hope that none of you judgemental people on this board will want empathy when you fall down trying to do for others. Now Mr. Barry can concentrate ALL of his efforts on his grassroots work with his residents, where his passion truly is; this will alleviate some of his stress and force him to take care of himself.

    I don't expect any of you to understand my feeling and I really don't give a rats crapper if you never understand, it is NOT FOR YOU!!!

    Many residents of the District of Columbia STILL and FOREVER will love and respect Mr. Marion Barry "Mayor for LIFE"! Gone are the days when special interest picks who we support. We don't foresake those who stood with us when everyone else dismissed us.

    Why do we keep saying $15,000 is all that Marion Barry effectly stole or steered? Isn't the number somewhere closer to $750,000 that went to the majority of his cronies? If you add to that the $240,000 grant that went to Congress Heights Main Streets (which all reports say is now bankrupt) which is headed by another Barry crony - James Bunn then we are talking about over 1.25million that we know about. That number can easily triple.

    There is denial, ignorance and then being flat out stupid and anyone who can try and rationalize this type of curroption, theft, steering etc. needs to be committed. You are part of the reason why Ward 8 is considered to be the joke of the city. We have residents who refuse to see the writing on the wall and the message is "Wake the F*ck up!"

    First, this is a shame for the Council. Barry was by far the most competent legislator on the council. Gray and the crew look like amatuers compared to Barry. I think Barry deserved more than to be sold out by a bunch of cats as crooked as they say he is.

    How does one think that they can be on the council and contemplate to run for Mayor? Is it for those to assume that the Ward 8 vote is not worth anything? I am anticipating the political schmoozing rhetoric that will come with the generic speil about how Marion has always been a strong fixture for Ward 8. All I can say potential council-members who are seeking the Mayor's office that the vote-sword is going to swing both ways.

    Did I read it right...that Vincent Gray and Marion Barry had intimate conversations. What is that all about? Maybe the Washpo meant they had intimidating conversations. Why would two men have intimate conversations...hmmmmmmmmmmmmmmmmm

    I don't see how anyone can turn this into something it isn't. This is not a witch-hunt or a campaign to silence a man of the people and specifically a black man of the people. This was all brought on by Barry and however you want to slice it- it should fall back on his plate. Regardless of his political brilliance at times (and I agree with some that he is CAPABLE of being the best legislator on the City Council), he's squandered it behind the power that his seat allows. It really is a damn shame because this guy could have been the greatest thing for District residents if he wasn't so damn self-serving and self-defeating.

I have known Marion for over twenty years and there was a time when I worked hard to get him elected, MC his MLK Jr. Day parade, volunteer in his Ward 8 Office and for a few pennies or absolutely free. But when he allowed and participated in taking money from the community for self-first agin and allowed his friends to do the same, I was hurt and in shock first. Then it turned to justice and advocacy for my self-first and the community. I am a witness to his demised and destruction. I was there, he stole and allowed to be stolen from me, one of his oldest friends. How unfortunate.

    I don't think it is a witch hunt. In fact, it is anything but a witch hunt. The council ran from this for as long as they could manage. They had their torches aimed at the executive. How many times did Barry and Gray cheer lead for each other while calling Fenty a theif and liar? And they did it knowing damn well neither of their hands are clean.

    I, for one, find it ironic. Barry led the council into its battle with the executive. He coined the phrase "toxic atmosphere" He was the one holding up contracts and advising them on how to shift public opinion against the mayor. He lent all of his political muscle to Gray.

    And, now, the same people are forced into the position of destroying their most powerful ally.

    Gray jumped on that grandstand with a knife to get Fenty. Then, had to cut his own nose off and spite his face. That Clarus Poll pointed out that most people don't even know who Gray is. Barry is better know than Fenty. And, he is LOVED. Great way to campaign in Ward 8.

    "Hey folks, I'm the guy that castrated Marion Barry even though I am guilty of pimping free fences from city contractors." (Barry didn't say he was "singled out" for no reason) Vote for me!" Good luck with that one.

    oh, and i forgot. Too boot, the council is going to have to choose between major cuts in either Police, Schools, or Human Services to balance the budget. Which one do you think is going to get hit. It is going to be Human Services. And who needs that most? Ward 8. Who would have fought that tooth and nail...Barry.

    So, in order to continue his path of making Fenty look bad at all stops, Gray is forced to take wards 8's representation on the council away. Isolate and embarrass its patriarch. And, he is forced to mandate cuts in critical services to ward 8 residents. And, Barry can't even endorse him because it would be "toxic" to the white vote. The best he can hope is that Barry doesn't cut a deal with Fenty promsing to deliver critical votes. But, Gray has nothing to offer now. And we know that Barry ain't going down easy.

    Irony at it's greatest.

    Hymes- Have you not heard what his supporters are claiming. Even some of your statements makes it seem that he's in trouble and people, even his friends, are out to get him in a massive conspiracy to bring down the Legend.

    If you think this "censure" is really a method of the Council silencing or castrating Barry, then you don't know our man Marion. These are his buddies doing him a favor. He hasn't been a really effective Chairman recently for his committee and he gave it up to make it appear that the Council is acting against him. The only person with real disdain for him is Catania, otherwise, Barry HANDLES everyone else (look at some of the Committee of the Whole hearings- no one tangles with him except Catania).
    Barry isn't going anywhere and this "censure" is a joke. His pull will be the same and his ego will grow further as a result.

    My frustration with him is that he has wasted a life full of talent, potential, and good-will. If you think he's done good for you, that good for you. But for me, him not doing what's he's fully capable of doing, has been disappointing and frustrating.

    The long standing effect of this...ZERO. Proving a loving but corrupt politician is loving and corrupt is pretty asinine don't you think. That's like launching a campaign to prove that skunks stink. So you take Barry's committee memebership and chairmanship away. Big Deal! You hand an unanimous vote chaired by weak-ss Gray to censure. They ALL should be censured, because they are ALL worthy of REBUKE and should shut up about this matter. If there was any dignity, they would've let the Feds handle this and shut up. Now, everybody has an opinion and their attempts to show the City Council as anything more than dysfunctional have failed. Barry through his own misdeeds is responsible. However, his responsibility is being used as a scapegoat to a bigger issue.

    Advoc8te, I know you're gonna answer this but I will finally say, if the Citizens called for Barry's head on a platter it would have been just. Instead, others on their behalf just called for him to be neutered so in effect he has no power. A lot of sense that makes. Instead of impeaching him and possibly getting newer representation, they've effectively silenced the representation of Ward 8.

    I'm taking a different road on this. It apprears that Gray grew a pair and took some action after all of the disappointments when he should have shown real leadership. Now that he feels empowered, will the same be demonstrated in reference to the contract scandals, Todman signing off on the Dec 24th checks after the council null and voided the contract? Will there be some investigation of Evans regarding the sweetheart development deal of Patton and Boggs with Evans being a member of that firm? How far is he willing to go or is this the one shot of leadership to take the heat off of himself.

    I'm not at all condoning what Barry did, but I am and will continue to question the motive surrounding this action as opposed to what the council should have done long ago to Fenty's cronies. Will he take the leadership and audit the budget of DCPS, especially when it was discovered that false numbers were sent over to the CFO and he signed off on it and that after council action there was no budget crisis to facilitate a RIF? Where was the question of anti-deficiency violations?

    My point is that the leadership is not seen here where it appprears to be easy and a case of "I better do something to save my own ass". A lot of DC city employees have been hanging out there a long time after his vote to make them at will and his fateful vote for Peter Nickles. This one instance doesn't make the chairman look like a hero. It can easily be seen as an "About time" or a "Why Now, you haven't been there before."

    Regardless of whether the council's action was right or wrong, I keep track of voting patterns and that says a lot regarding true leadership.

    LOL@Adrian Bent-Me. Let's take a trip down memory lane of all the Ward 8 Councilpersons and you tell me who was the MOST effective:

    1. James Coates (D), 1975–1977
    2. Wilhelmina Rolark (D), 1977–1993
    3. Marion Barry (D), 1993–1995
    4. Eydie Whittington (D), 1995–1997
    5. Sandy Allen (D), 1997–2005
    6. Marion Barry (D), 2005–

    Not counting longevity, but Rolark and Sandy Allen are the only ones who come close to representing Ward 8 for more than one term. Not blaming them for the rampant crime in Ward 8 throughout their years in office, but I can say that both Rolark and Allen were not without their scandals too. I would say that Barry fared better in terms of his impact on the people. Which Ward 8 stats are you looking at Adrian Bent-Me? Mortality rates, obesity, population, ??? Please be specific so I can answer your question. Thanks!

    Across the board, every single demographic has worsened in the last few decades there. Not his fault alone, but he could have done a whole lot more to change this.

    @Adrian, funny you send me that link. I was about to send it to you as well. So we have population decline, yet Latinos, Asians, and Blacks have increased in percentages. We have poverty rate, unemployment, and non HS graduate increases, and duh...more folks receiving food stamps and other government support. Which feeds into less home ownership, more subprime loans, and more crime. Ward 8 in a strange way is suited for Barry. In that the trends you cite are pretty much set up any leader to fight for the cause of the poor and unrepresented. When you look at it, Barry's been doing that all his life, even from his School Board days. Now, what happens when someone champions the poor for so long, they can become weary as the task to end poverty is daunting. Biblicaly speaking, even Jesus said that "the poor will always be among you." You try to help folks with your influence, you get lazy, selfish, and joila you get partly in the mess he's in. Over a period of time, this could've happened to Sandy Allen, Rolark, etc. When you serve a community with so many needs, you can't do it alone. Hence why you make alliances, sometime with the wrong people.

    Granted your argument regarding Barry letting you down is a valid one. I don't put him on a pedestal, but I'm not completely convinced that other than his misdeeds, Ward 8 wouldn't have fared much better. Which I think is the cry that some are making. Okay, he blows (bad pun) $15k of the city's money on a girlfriend. Misappropriation?...YES! Criminal?...YES! Was this done with malice...NO! Whereas, we have councilman and a mayor who have intentionally, WITH MALICE done things to hurt folks economically and in other ways.

    I feel that if anything Barry will learn from this endeavor is that redemption is costly, but necessary for the greater good. Barry knows he did wrong, regardless of this being under the guise of helping folk, which reminds me of another Biblical aphorism, "Many a road to Hell was paved with good intentions." His supporters look at his intent over his actions. His detractors look at his actions over his intent. Somewhere in the middle is the real Marion Barry, and that Marion Barry seems to be the most targeted. That Marion Barry is the one that stands to lose both the credibility of the position he holds and the power that comes with it.

    Why all this psycho-babble? To understand why Barry is loved over Fenty or Gray, you have to look at both his intent and actions as a composite. Fenty may do great things, but his intent has people on guard. Gray has great intent, but falls short in the action department. DC needs a leader with that type of balance of action and intent, even when things fail. And if we don't watch carefully, the microcosm that is Ward 8 will be a reality moving Northwest into Wards 7, 5, and 4.

    The data is plain but you're right, there is really no cut and dry interpretation of any of this. We can speculate/formulate any of these. What my point has been is that Barry could have done more because he's innately capable of doing it. He's brilliant (I dare anyone to engage this guy in a back and forth- he really is like Bill Clinton in many ways- too smart for his own good). Catania has been the only guy with balls enough to call him out and that was shut down 2 minutes into the debate when Barry simply outdid the guy.

    Look, Barry brought the national spotlight with him to that area and instead allowed the cronyism we all now associate the DC government employees with to soar there. All of those shady non-profits run by one single person, Richardson, is testament to something deeper and something darker. His ward received almost $90 million in economic subsidies from 2001-2007, more than quadruple most of the other wards. That's small change in the larger scope of things but it has not made any noticeable difference.
