Follow the money! Many of these charter schools are cash cows for the organizers who acquire property and get large Federal, DC, and private grants to line their pockets. The DC government lends them the money by issuing revenue bonds. They get $15K per kid from DCPS for operating expenses. Anybody who doesn't think this is a very lucrative business hasn't figured it out yet. They probably majored in education, not business or finance. Downtown Rez is on the right track.
