Michelle Rhee Explains Fast Company Quote
D.C. Public Schools chief Michelle Rhee has responded to calls that she explain her comment that a laid-off teacher "had had sex with children." The response came in the form of a letter to several councilmembers [PDF] who had expressed concern about the statement to a business magazine.
The letter followed informal explanations provided to WRC-TV and the Washington Post editorial board.
"The comment I made to Fast Company was made some time ago -and in the context of explaining the importance of considering teacher performance, and not just seniority, in deciding which teachers would be let go during a reduction in force necessitated by a budget cut. I was describing the kind of conduct that was appropriate to take into account in implementing the reduction in force," she wrote.
As far as the "sex with children" comment, she writes: "One teacher against whom serious allegations of sexual misconduct had been made was terminated in the [reduction in force]. This teacher was immediately put on administrative leave and removed from the school as soon as the allegations came to our attention. This person was not in the classroom at the time of the RIF, and DCPS referred the case to MPD."

Dear Chairman Gray and Councilmembers Kwame Brown and Barry:
I received your letters and emails and wanted to take the time to fully respond to the issues raised in each each, however, I believe it is important to address the common concerns right away. Student safety is our highest concern, and we have thousands of teachers, principals and staff members who share that commitment and treat our students with great care and respect every day.
The comment I made to Fast Company was made some time ago -and in the context of explaining the importance of considering teacher performance, and not just seniority, in deciding which teachers would be let go during a reduction in force necessitated by a budget cut. I was describing the kind of conduct that was appropriate to take into account in implementing the reduction in force.
The examples I gave involved a very small minority of the teachers who were terminated in the budget reduction.
One teacher against whom serious allegations of sexual misconduct had been made was terminated in the RIF. This teacher was immediately put on administrative leave and removed from the school as soon as the allegations came to our attention. This person was not in the classroom at the time of the RIF, and DCPS referred the case to MPD.
Below are some of the questions I received from you and other Councilmembers that I want to address head-on:
How many of the RIFed employees were accused of sexual misconduct/corporal punishment/time and attendance abuse and why weren't they fired before the RIF?
One teacher had been accused of sexual misconduct; again, this person was immediately put on administrative leave and removed from the school. The investigation was still pending at the time of RIF.
Six of the employees terminated through the RIF had served suspensions for corporal punishment. Two of the employees terminated through the RIF served suspensions for being AWOL on multiple occasions and several other employees had egregious time and attendance records.
The progressive discipline procedures contained in the applicable collective bargaining agreements prescribed suspension, rather than terminations, for these situations.
What is the process for reporting, investigating and acting on allegations of serious employee misconduct?
Principals are required to report all allegations of corporal punishment or sexual misconduct to the school's Contract Security Officer (CSO). The CSO then files an incident report and reports the incident to MPD, who reviews the allegation and determines whether a formal criminal investigation is needed.
When there are allegations of serious misconduct, are teachers immediately fired?
Not necessarily. For example, if a teacher has committed corporal punishment, depending on the surrounding circumstances, DCPS may not be able to fire the teacher on the first offense.
The RIF was a difficult time for DCPS, and we want to continue to work together as a school system to move past it and to remain focused on serving students. I will work to provide any additional information requested in your correspondence in a supplemental response as quickly as possible.

Her damage control response is not impressive. This is classic Rhee drama queen narcissistic BS. The statements made in the article were deliberate. She has this "sick" need to be glorified as the savior of the city. To say that she has become too controversial is too kind. Quite frankly, she's a menace to society. The harm she has caused is irrevocable. She's so venemous that nothing she says can be believed and that has been proven time and time again, beginning with her own teaching success, erroneous test scores, fake budgets, false numbers and now over the top scandalous allegations that have given the nation's public the impression that the system is full of social deviants all to satisfy her sick ego. Evan as a mother, I don't give her much credit. This may not be a fair statement, but mothers worry about their children all the time and to cause the unecessary alarm and concern over their children's safety is just plain reckless and she does owe all parents as well as the workforce an apology.
The council needs to hold a hearing and the same "You need to be fired" that was directed to Noah Wepman needs to be said to her. Evans and Catania need to stand by their words of not being able to continue supporting her if things don't change. They now should be saying "you have lost our support." The allegations need to be investigated through all levels of authority that deal in such matters and it is time for the public to call for her resignation/termination. Tell it to the council and tell it to the mayor. It's time for her to pack up and go the the real child molester that she knows and loves. Our children and our city cannot benefit from the constant verbal assaults. They deserve better. They deserve a qualifed Superintendent who is change oriented, workforce positive and here for the job, the children and parents that they serve and to provide teachers with resources. We do not need a "school leader" who is here for the stage and self promotion by any means necessary.

Michelle Rhee's explanation is very clear. Her comments are still unacceptable. It might be better if Chancellor Rhee were to stop giving interviews as she has a tendancy to use hyperbole and that has gotten her into trouble numberous times already. Her letter isn't an adequate explanation for what she said to Fast Company, though. According to her own statement, there was one person who was ACCUSED of abuse. Being accused of abuse and actual abuse aren't quite the same thing last time I checked.
The real question is whether these cases were reported to the appropriate authorities or not. Further, it appears that she smeared 266 people through her exaggeration.
Nobody wants child abusers in a classroom. But I think almost as important, people want a leader who doesn't make absurd, broad brush statements without much of a basis in fact.
For those who love Michelle Rhee, please explain what her actions changed for the better? How did this statement to Fast Company and her RIF this past Fall improve public education?
And please don't pepper your response with an accusation that people who don't like Michelle Rhee don't want to improve public education. That is a tired argument.

Is there any reliable data regarding how parents with kids in DC's public school system view Rhee's performance? Seems to me that's the real measure of whether she's doing a good job. Politicians, the media and teachers' unions make the most noise, but do parents think she's doing good things for their kids? And do student test scores reflect steady improvement? These are the important questions.

Truth Hurts - she did me some good, by choosing to close my daughters elementary school (6th grade year) and forcing her to attend a middle school (the following year) on the campus of Spingarn (highly unsafe)...

I am a parent of DCPS children and I completely support Michelle Rhee because she has improved the behavior and responsiveness of the teachers and the administration seriously and significantly.
Several of the above posters defend abusive teachers by using lawyer-speak. This was how Mayor Barry's cronies did it- people committed crimes and they covered them up.
There are several unprosecuted child abuse cases within DCPS that MPD and the WTU have been involved in. This brouhaha comes from people who have no direct knowledge of what is going on. Many of these "corporal punishment" cases have been documented online by the Washington Post and are available for all to see. However the WTU would rather obfuscate the issue than open up its files on teachers who have been accused.

I ask the following question in all seriousness...outside of school closures (which were being planned at a slower pace by Dr. Janey and Mayor Williams), mass firings and school renovations (also planned by Dr. Janey and Mayor Williams under the Master Facilities Plan), what exactly has the Chancellor done to improve the quality of education at the local schools? I ask as a parent who is not pleased with what's going on as I don't see any tangible results in my child's school. I'd be curious to know where the posters who are pleased with her results reside.

Ballou HS. I've reported them extensively to John Davis who is over the high schools. I'm not a Rhee basher but not a blind fan either. From talking to other high school parents it seems that our high schools, save a few, are in great peril with no imminent support coming in the near future. So again I ask, outside of the superficial and cosmetic things, what accomplishments can be seen at the local school level?

I still think Rhee should be allowed more time to make changes in the DCPS. I really like her energy and devotion to improve the school district.
But she really needs help with her people and communications skills. She made an unbelievably stupid quote in the Fast Company interview. Rhee didn't realize how her answer would spark unwarranted controversy in the DC government. Her "shoot from the hip" hyperbole could lead to possible millions of dollars lawsuits against the DC government. Lawsuits that the DC government and taxpayers can ill afford at this point.
Mayor Fenty needs to have someone review Rhee's written and spoken comments with the media and coach her with some simple Public Relations 101 lessons. Rhee has one of the most influential and powerful government positions in The District and it's about time that she starts using better judgment suited to her position of power.
Second, she needs to drop the hostile attitude with the DC Council. Even school chancellors need allies in powerful government positions. Right now, Rhee can only count on Fenty to back her up. If Fenty loses the Democratic Party primary, she is in a world of trouble. Time to make nice with some possible mayoral candidates. Maybe a few lunch dates and coffee klatches with Vincent Gray (possible next mayor) would be beneficial here.
Otherwise, she should pack her bags and join her fiance, Kevin Johnson in Sactown, CA. A fiance who has his own alleged sexual misconduct issues.

I've taught for 14 years in Montgomery County and have always received outstanding evaluations regardless of whether it was in a Title 1 school ( indicative of lower income students) or in an upper middle class neighborhood.
I was seriously considering applying to DCPS for next year and requesting placement in another high needs school, but Rhee's latest "shoot from the hip" and ignore the data" convinced me to stay in Montgomery County.
Ms. Rhee is doing DC a disservice when THE facts don't match her statements. In advising two others who are moving to DC sometime this year, I've counseled them to stay far away from DCPS since this superintendent has little regard for teachers and will publicly defame staff if it suits her national purpose.
BTW: I've worked in schools where a Montgomery County principal terminated teachers because of poor performance, and the teachers' union privately supported these firings. No parent wants an ineffective teacher in schools and no teacher wants to work with "deadwood."

Rhee has less experience than 90 percent of the teachers she oversees. How the hell is it possible that she will can revamp the school system when she's barely been a part of one. She made gains where she was because it was a small, concentrated effort. Changing an entire City's system without direct input or support of the residents is just fucking frightening. Truth Hurts said she thanked Rhee for closing her child's elementary chool and thus forcing her child to attend an awful high school. That push gave Truth Hurts the incentive to go charter. I on the other hand did not need a school closing to know that my child would not attend a DCPS. Thank heaven for choices. BTW--I am not a teacher or for that matter a union supporter of any organization, but I do not see any improvements to DCPS under Rhee's tenure. All the changes in the school that have come about so far were the result of prior years planning under the Williams' administration. If you don't know, you should do your homework before shooting off unwavering support without the facts.

The Rhee decision was half ass! He plagerized the mission statement. They fumbled the athletic director decision from the start by passing over the current DCPS-AD. It was an avoidable issue after issue because of the lack of attention.
I went to Walker-Jones elementary, Rabaut JHS and graduated from Dunbar in 1984. I remember every one of my teachers who had an impact on my life. They were teachers! Not some facilitators of tests to prove my learning curve. It seems like that is what the job requirement is these days her in DCPS. They are actually applauding increased test scores by 4th and 8th graders when folk are dropping out left and right!
You dont throw the baby out with the bath water. Yes there are some teachers who should have been fired. But Im sure there were some teachers who should not have been let go. If I acted out(which was rare) my teacher took a ruler to my hand and/or made me stay in during recess or after school. Why because she/he cared about my education, my mannerisms and my attitude. We need those type of teachers more than ever today.
Lets be honest here. I know a lot of the children today need their ass whooped two and three times over. If a child is outta place then a teacher should be able to put them in their place. Period. If I missed a day at school(whether playing hooky or legit) my teacher brought my homework pass my house before she went home because my school was in my neighborhood.
I say all that to say the following. How would Ms Rhee know how to lead when she never followed? She was never a student in the inner city, her teaching experience is shallow at best. How can she understand the plight of a black student, black parent or black teacher when she was never one.
What is troubling to me is how all these folk on here never attended DCPS or even a public school let alone in the inner city but they all have these grand ideas about what is good for the children here in Washington DC.
Let me stop because Im getting pissed!

That pretty much sums in up for me. For all the changes the city has gone thru, the matter of tone is still important in our city, to our students, to our parents, to our teachers and administrators. She does not understand this !! [ others in this administration as well, but that is a different conversation for another time ].
Great organizations become so because of leaders who exhibit personal humility and professional resolve (to borrow an observation). While it is important to get the "right" people in and the "wrong" people out, cultures of remarkable organizations transform over time. They are not swapped out like the offense and defense in a football game. Remarkable organizations are described as family-like in the best way that families can be. I appreciate what you say, but I still support Rhee, and Fenty. Facilities conditions, graduation rates, drop out rates, test scores, college (or trade school!) admissions and, of course, my own family's DCPS experience are what count for me. They are also what will give today's kids the chance to aspire to more than those minimum wage-no benefit entry level jobs that everyone seems so hot and bothered that foreign immigrants and refugees are taking.
A friend once called DC's public schools our greatest single human rights tragedy. I believe that, and I don't believe it will be fixed by tinkering around a little bit here and there at the edges.

After reading her response and the comments left by readers on this site, it confirms my beliefs I had when she came here. She was not brought here to reform the system, but to help with the transformation of it. We have to look at the big picture. DCPS was an independent dc gov. agency where majority of the workforce were black. As the city population started to change, there was a need to gain control of this agency. They tried to deplete the system by creating Character schools. These schools were to make the population of DCPS so small that you will not have a need for as many teachers. The results was a reduction in the number of blacks in the system or local schools. Funny, how during this time many young white teachers were hired, (TFA, NEW LEADERS).
This was not enough, because those new hires did not stay around long enough because of the issues of working with the students and their behavior, emotional, and social issues.
They placed the most inexperience educators in schools where there was a need for an experience educator. Test scores in these school were terrible. Results were transformation, closing, and manage companies coming in to run schools.
More parents were taking their kids out and placing them in Character schools, but ultimately they returned. Toward the end of the year, because their child was unable to conform to the structure of the character school. DCPS takes the students in and educate them.
The mayor take over, and the plan continues. He fires Janey and brings in Rhee. She has done nothing to improve the education of the students. She created a climate of micro-managing, fear, and confusion. All of the progress that has been made is a result of the things Janey put in place.
Rhee continue to create situation where teachers were not clear at what they were to do. They tried to change the collective bargaining agreement by offering more money. It did not work! They tried to use the 90 day process, but most principals did not know how to properly implement the evaluation tool, and DCPS did not have the necessary support for the teachers who need improvement.
These methods did not work and so there had to be another plan.
Create a situation where you would not have enough money to provide services, (hire 900 new employees), and fire 266 other employees right after school begins. Implement a new evaluations tool, have teachers do more evaluation and assessing than teaching, hire master educators to evaluate teachers and complain about the teachers receiving high scores on the impact tool. That brings us to our current situation.
Wait and see how many teachers lose their job at the end of the year. If you are a black educator who work in DCPS west of the park or east of the river, be afraid, The plan is in full effect.

@ noodlez: As a kid who was beaten by teachers (and by my father), and as a kid who watched teachers hit other students in class, drawing blood, I am adamantly against teachers using corporal punishment. Apart from it being illegal, violence by adults against children often damages the kid(s) in ways the kids don't even understand until years later. It's not the answer, period.

I am a product of public, private and catholic schooling here in dc and I can tell you the closest to corporal punishment I received was that single or double ruler to the hands or ass in catholic school and that was acceptable, made me a better man!
With that said Rhee needs to pack her shit and go, empty accusations of the slanderous kind warrant corporal responses but she makes 300+ k a year so she gets a pass......

Won't be voting for Fenty. Will be pushing my councilman to support changing the DC Charter to make the Attorney General position an 'elected' position.
The push should be getting Gray to announce and people out to vote. In the event of high voter turnout in predominantly African American communities all over the city Fenty will not be re-elected.

Why is Rhee repeatedly calling 8 of the 9 accused employees instead of teachers? Is it because they are not teachers but she wants to make it appear that they are? I wish somebody would question her as to whether all 9 are teachers or whether only 1 of them is.

I voted for Fenty last time around. I will not this time because he took away my choice to choose. We need a real educator with experience in reform not this person who has done more harm than good. It is all about race. She does not respect blacks. She does not respect black parents or black teachers and a experienced educator should have been hired, I would vote for Carol Schwartz if she ran again because its not about the color of your skin it is your voting record and the stand you have taken in the past. We need someone who has been a part of this community and cares about the whole community. I do not blame Rhee I blame Fenty for the choice without consulting with the community.
