I used to live near there like 6 years ago and the issue was the same. The dumpsters belong a city run old folks home as far as I know. The pick up trucks would mechanically slam them up and down to shake their contents loose, and yes they were stinky. Very amusing that this hasn't been resolved in at least six years, way to go DC!

Something's not clear. You say sidewalks, but isn't that photo of an alley?
