You probably haven&#039;t noticed that the economy sucks and revenue is down.  People aren&#039;t letting city government keep silent so I have to issue a press release.  You&#039;re doomed.  But, let&#039;s not talk about that, lets keep it all light and happy.  Let&#039;s talk about efficiencies instead.  Anywhere you see efficiencies, just think roses on a s*** pile.</description>
