Andrew, I've seen worse. Albeit the photo gets kudos for the space size. I don't think a bicycle could fit in that. DOT gets sign happy particularly on high artery areas and near circles. Southbound Vermont Avenue (between Thomas and Logan Circles) has some weird ones too.

sara.h, Funny thing is, if you go to Google Maps (www.maps.google.com) and put in 782 7th Street SW, you will see the two signs and a Gray Smart car parked...albeit outside of the signs. What's missing too is the actual parking meters.
Decrypting the sign:
No Standing or Parking on (200 Blk of) 7th Street during rush hour.
Non-Rush Hour (9a-4pm) you can park up to two hours Mon-Fri.
Non-Rush Hour (6:30pm-7am) SHOULD follow these rules --
Immediately South of the sign (Left) you cannot park there unless you are a WMATA Emergency Vehicle (the other sign post is further South under a train overpass. It is indeterminable if that is the bounds of the WMATA vehicle space or not).
Immediately North of the sign (Right) you cannot park there because it is a Metro Bus/Circulator Zone. (The accompanying sign is roughly 50 feet north.)
No, I don't work for DDOT, but I've fought a few tickets to understand their "logic". In either case, it is confusing because you've got three types of parking zones here, a Metro Bus zone (hence directional arrow), and WMATA Emergency Vehicle space (other directional arrow), (Non)Rush hour parking, and specific allowances in distance for each. With that, only the middle sign of the right post could be removed. It still would be confusing though.
