All of this because of his Foreign Policy experience. As far as the Metro driver is concerned, he got disciplined correctly. Sad to say, I've seen MetroBus drivers do it and Police Officers. Hopefully the video serves as warning to others. Just because the tracks or the road seem clear doesn't give you license or approval to do this. Once again an inconsiderate person's abuse of technology leads to his downfall. Poor Biden, Hillary looks better and better. All of this because of his Foreign Policy experience.
