		<description>I agree, DC Fire EMS appears ill equipped, under staffed, and unprepared. Civilians providing emergency services??? The lost of life and injuries are unfortunate, but this accident scene isn&#039;t  that massive. The incident should have been better managed by DC Fire / EMS.</description>
