   MPD could have stopped this in the beginning, but failed to do their job. The cops seized a gun & brass knuckles at the first fight, but arrested no one. So the idiotic punks shot at each other later, but unfortunately hit an innocent bystander.
   MPD - as corrupt & inefficient as the rest of DC government.

   They should have strip searched everyone.
