		<description>Perps only get held without bond at the decision of a judge based on evidence provided by MPD and argued by both the defense and the prosecution.  So it&#039;s not exactly a police state to deny bail to folks....</description>

Especially when the allegation is that they sold drugs to an undercover cop. Great idea! Now let&#039;s change the Constitution &quot;presumed innocent&quot; to &quot;presumed guilty&quot;. Then let&#039;s modify the jury instructions to say that an accused person is presumed guilty. Heck, we could probably save time and money by simply dispensing with trials. Judges could impose sentences the day after an arrest. They do that kind of stuff in some countries, don&#039;t they?</description>
