3. DC offical does nothing.
4. Somebody reports it
5. Everyone is rightly outraged

This is actually the opposite.  A DC offical (on his time off even!) see something HE thinks is bad and does something about it!  

I don&#039;t know about the rest of you, but this is a refreashing change.
