I think it requires a lot of parsing there to interpet Fleischer's remark as being more directed at the bigoted congressman than Maher. The question at hand was about Maher, Fleischer had already said that it was a terrible thing to say, and he finishes off with the bit about how americans need to watch what they say, etc. I would give you that his reference to the earlier question means that Fleischer was saying that Americans should watch what they say in reference both to the congressman and to Maher.... but I don't see how it is "clear from the remarks" that he is obviously addressing just the congressman and not Maher as well.
