		<description>Hopefully this will make you feel better - the reason DC bought these when they did is to get a huge discount.  They teamed up with the city of Portland, Oregon, so that they could do a bulk purchase and shaved a couple million off of the total price.  Now that the project is delayed, it may no longer be cost-effective to have done so, but that was the spirit of the purchase.  

Or, a couple of WMATA employees got a free trip to europe and had to come back with something to show for it...</description>
