		<description>I&#039;ve lived in the snowy midwest and also D.C.  It&#039;s not just about people being &quot;tougher&quot; it&#039;s about local government and taxes going into purchasing snow plows and other types of equipment.  If the snowy weather is infrequent enough, it&#039;s not considered worth it to invest in the equipment and labor.   The same thing is happening in London right now with the city shutting down due to snow.  It&#039;s easy to call ourselves tougher, but the fact is, if the schools and government locally decide to close down, most of us are just as happy to take a snow day as they are in &quot;wimpy&quot; locales!</description>
