		<description>At the time the Supreme Court ruled there is a constitutional right to own guns (and that they could not be banned outright), there was a lot of supposition that much litigation would be required to define the limits of this right.  Perhaps rather than requiring training for gun ownership, they should require licensing and fitness tests (similar to driver tests).  After all, if someone suffers from dementia would you want them to still own a gun?  And in the same vein, insurance should be required.</description>
