		<description>Curious if anyone knows if the winning proposal or the losing bids are publicly available?  Wonder how much different the features of the W2I product are vs. LTE, because I&#039;ve heard LTE technology is less secure and outdated.  And wonder about difference in cost.  If LTE is outdated and more expensive, even though they&#039;ve had the DC Lottery, maybe it&#039;s time to make a change.  Like to hear their arguments.</description>
