		<description>The WMATA overtime situation is a shameful and on-going fiasco. We&#039;ll be paying that $74 million many times over as the WMATA employees&#039; pensions get boosted up by late-career overtime binges.

Much of this can be blamed on the artificial scarcity of train drivers that is created by requiring all train drivers to have been bus drivers first, and requiring all bus drivers to start out part-time (thus discouraging new applicants). But the problem goes beyond just the operators, and is indicitive of the institutional waste that endures under the protection of a watchful union.</description>
