I've lived here for 18 years. When you first move here, you think, yes, we can govern ourselves. After eight or ten years, you think, it'll be tough to govern ourselves. After fifteen years or so, you realize, there's no way this city can govern itself. Either give us a Doge or just leave it as it is & let Congress govern us. DC is not capable of self-government.
