		<description>Finding the VIN number on a car whose horn and headlights still work isn&#039;t hard at all.  The VIN can be found several places besides the dashboard.  The problem is not finding the vehicle owners, it is finding the arsonists.

I am shocked that the fire department cannot provide a log of the date, time, location, and nature of every fire call they get.  How can the department be managed if they don&#039;t know what the firefighters are actually doing?</description>
