		<description>These numbers aren&#039;t all that surprising, considering that if the police hear that it was a juvenile or juveniles who did the mugging, their investigation pretty much stops. (At least that&#039;s what a very candid investigator told me after I was mugged by a bunch of kids who couldn&#039;t have been more than 15 years old.)

The police figure that even if they find and arrest these kids, they will be back on the street the next day, with no punishment, because of the city&#039;s ridiculously lax juvenile justice laws. So what&#039;s the point in waisting their time trying to find them?</description>
