I read someboady's blog comment somewhere in which they argued that this whole thing had to do with a mass release of prisoners from jail ordered by the court. They said there was a crime-wave of burglaries going on.

I don't remember where I read that, and I dismissed it at the time. But Lanier's comments give it some creedence.
