		<description>Small businesses like these often seem to struggle getting permits in expedited fashion.  Is there any city program in place to help them out, to navigate the paperwork and make this more efficient?  This is exactly the kind of small business we want to promote and it seems as if they have been waiting on permits forever.  If there is no such program in place, there should be.</description>
