His behavior could come down to dangerous hard-headedness, or it could be worse, i.e., his relationship to the BoA through his former -- and doubtless subsequent -- employer. No matter how you slice it, though, this resident of Great Falls, VA, is risking millions of dollars of DC taxpayer dollars for no good reason. Cheh is absolutely right here.
