If your property manager was even remotely aware of these things, all I can say is caveat emptor. Should they tell you you're on a bus route, near a school, near a night club? In a high crime area? Should they be aware of exactly what construction is going on within earshot of every building they maintain? You didn't do your homework when you rented this place. Maybe next time you'll check out the neighborhood a little before you sign a lease. The bugs are the only thing you have a right to complain about. My next door neighbor has installed something about 4 months ago that emits a high-pitched beep every 10 seconds. I can hear it almost everywhere in my house. It's not loud but audible and slowly driving me insane. I have left a note, no response. He's rarely there (the house is being renovated) so I can't easily talk to him. I doubt I have any legal recourse since it's not incredibly loud, but it's like having a smoke detector on low battery going all the time. Except it beeps more often.
