		<description>I believe that DC's law on snow removal is that it is the property owner's responsibility (you have X number of hours to clean the sidewalk in front of your property after snowfall or you risk a fine).  In other words, DC doesn't do it, gentrified neighborhood or not.  So, unfortunately, you are really arguing that the owners of the old rowhouses are poor citizens whereas the gentrified stores and apartments are good citizens.  Or, wait....is that your point?</description>
