I think DC should have more tavern licenses. Sure you can control how many are in a particular geographic area to avoid drunk alleys but let's have more good bars. Why do the vast majority of places serving alcohol have to be restaurants? Let the drink slingers serve drinks and let the restaurants serve food (and drink if they wish). Not Dry In DC.
