The term “public-private partnership” is invariably a sign that the public is going to pay the freight for some private business venture. If Fenty replaces the backroom deals of so-called “independent development authorities” with process transparency, great. If this is just creates a centralized backroom for the prevailing give-away schemes, we’re better off having the rascals bidding against each other for shares of the public spoils.
